Position Overview

This position will support the DISA GSM-O II Task Number 25 (TN25) Department of Defense Cyber Defense Command (DCDC). GSM-O II provides network operations and cyber defense support to the Defense Information Systems Agency (DISA) in support of the DoD and COCOMs. The selected candidate shall execute in real time, in accordance with mission requirements, provide cyber training support to include training curriculum analysis and development, performance objectives, training plans, certification standards, exercise objectives, and evaluation standards in order to project future performance objectives and assist with the development of training materials to support the Joint Cyber Training objectives that will ensure cyber defensive forces possess the necessary skills required to accomplish the mission to maintain an adequate level of readiness standards established by USCYBERCOM, DCDC, and/or the Services.

Responsibilities

  • Provide cyber technical research and analysis to define cyber training requirements and procedures for DCDC to advocate for the Command and DoD. This includes future strategies and requirements for workforce management and development, training, modeling and simulation technologies, and future concept development supporting the Joint Training System and Joint Event Lifecycle for Information Assurance (IA) force readiness assessments
  • Provide support to the Command in planning, managing, conducting, and integrating the cyber training program to include updating the training curriculum and materials annually
  • Support the continuous performance improvement and standardization efforts based on future capability needs, alternate approaches, flexible applications, and adversary modifications
  • Assist in the maintenance of DCDC training databases to ensure accuracy and timeliness of records
  • Identify, track, and resolve issues impacting training, exercises, and daily operations
  • Elicit inputs for the planning process from cyberspace operations elements (to include assessments) throughout the program community to assure inputs are representative of the community's full scope to achieve and sustain the mission essential task proficiency
  • Provide research, analysis, and recommendations to conceive, develop, execute, and support command training requirements and after-action processes to achieve and sustain DCDC mission essential task proficiency
  • Develop curriculum and assist in the facilitation of foundation to expert level training for DOD Cyber Operations Forces, per Definition of Department of Defense Cyberspace Operations Forces memorandum issued by Secretary of Defense.
  • Develop training materials and support training for DCDC to ensure an informed, alert, and security-conscious workforce in accordance with DoD Instruction 8140 and DoD Manual (DoDM) 8570
  • Review and provide recommendations for approval to update the System Security Plan to aid in the Certification and Accreditation process for both DoD and Intelligence Community-owned systems
  • Manage metrics and status reports for Information Assurance training in compliance with DoD Directive 8570 Federal Information Security Management Act (FISMA) for the DCDC Workforce Improvement Program
  • Assist in managing tools and reports for the Workforce Improvement Program to include fully certification status data


Required Experience/Qualifications

  • Bachelor's degree in a related discipline with 4 to 8 years of applicable combined education and experience; additional related years of experience is accepted in lieu of a degree.
  • IAT Level II (Security +, CySA+, CND, GSEC, SSCP, GICSP)
  • Must have a solid knowledge of all four phases of the Joint Training System: Requirements; Plans; Execution; & Assessments
  • Must be familiar with the three programs of record for the Joint Training System (DRRS, JTIMS and JLLIS).
  • Familiar with the Joint Planning Process (JOPP) and the Joint Event Life Cycle (JELC) for joint training exercise planning.
  • Ability to travel occasionally to support exercise development events.


Preferred Experience/Qualifications

  • Experience with DISA and DoD Networks.
  • Demonstrated experience briefing Senior Executive Service (SES) and General Officer/Flag Officer (GO/FO) leadership.


Special Requirements/Security Clearance

  • Active DoD TS/SCI clearance and eligible for C/I Polygraph


Salary Range

Salary Minimum: $115,000

Salary Maximum: $175,000
