A Cyber Security Analyst plans, coordinates, and guides cybersecurity activities in prevention, governance, risk, and compliance (GRC) as well as audit, monitor, privacy and business continuity activities in the context of cybersecurity; identifies risks for business and technology projects related to Information Technology (IT) and Operations Technology (OT) hardware or software implementations and upgrades; may act as a head worker. An employee in this class will be required to follow all safety policies, standards, guidelines, procedures and processes.
REQUIREMENT(S)/MINIMUM QUALIFICATION(S) - Graduation from a recognized four-year college or university with a major in Cybersecurity, Computer Science, Information Systems, Artificial Intelligence or a related degree; and
- Two years of full-time paid experience as a Systems Programmer or in a class at that level performing systems or network administration, technical examination, assessment, design and recommendation of enterprise system and application security; or
- Four years of full-time paid experience in a class at the level of a Systems Analyst performing cost benefit and feasibility studies related to the modification of existing computer-based information systems, the maintenance and support of information systems, or the implementation of new computer-based systems.
PROCESS NOTES- Applicants who lack six months or less of the required experience at the time of filing may file for this examination. However, they cannot be appointed until the full experience requirement is met.
- Applicants must list their school name and location, type of degree earned, and major in the Education Section of their on-line application. Applicants who fail to provide this information on their application will not be considered further in this examination and their applications will not be processed.
- Qualifying work experience gained outside the City of Los Angeles must be gained in positions requiring a four-year degree as referenced in Requirement #1. No other outside experience will be accepted.
- The position of Cyber Security Analyst within the Information Technology Agency (ITA) and Harbor Department, requires, as a condition of employment, a valid Class C driver's license issued by the California Department of Motor Vehicles (DMV) at the time of appointment. Applicants will be disqualified or deemed ineligible for hire if their DMV record reflects three or more moving violations and/or at-fault accidents, or a conviction of a major moving violation within the last 36 months in any state or jurisdiction. The City of Los Angeles reserves the right to issue a notice of disqualification or ineligibility at any time before a final job offer is extended.
- Positions at the Harbor Department may require employees to work nights, weekends, and holidays.

SELECTION PROCESS Examination Weight: Interview - 100%The examination will consist entirely of an evaluation of professional and personal qualifications by interview. In the interview, the following competencies may be evaluated: Judgment and Decision Making; Analytical Ability; Self Management; Stress Tolerance; Teamwork; Shares Knowledge and Information; Process Improvement; Job Knowledge, including knowledge of: local, state, and federal cybersecurity laws, regulatory mandates, and Governance, Risk, and Compliance (GRC) frameworks; Information Technology (IT) and Operational Technology (OT) implementations, upgrades, and related projects; threat intelligence methodologies, advanced research techniques, and strategic threat context; vulnerability assessment methodologies, digital forensic assessments, and technical evaluation techniques; endpoint, network, and application log analysis; technical countermeasures and defense-in-depth concepts; and access control methodologies, identity governance matrices, and Data Loss Prevention (DLP) frameworks; and other necessary knowledge, skills, and abilities.

- Seniority credit at the rate of 0.25 of a point for each year of continuous classified City service will be added to the weighted test score of each candidate.
- The promotional list will ordinarily be used ahead of the open competitive list. However, if open competitive candidates receive a higher score, without military credits, than the highest available promotional candidate, after adding 0.25 of a point seniority credit for each year of continuous classified City service, the Civil Service Commission, upon request of the appointing authority, may approve certification of such open competitive candidates ahead of the promotional candidates.
- In accordance with Civil Service Rule, Sec. 4.24, review periods may be combined. Candidates in the examination process may file protests as provided in Sec. 4.20, 4.22, 4.23 as applicable and within the required timeframe; however, the Personnel Department may respond to and resolve protests prior to the establishment of the eligible list.
- If in accordance with the Rule of Three Whole Scores, all candidates are eligible for appointment consideration, the examination will consist entirely of an evaluation of the candidates' City employment applications by Personnel Department staff to ensure that the minimum qualifications have been met.
