THE WORK
The scope of this effort encompasses tasks that provide USCYBERCOM with the sustained ability to fulfill its mission to direct, synchronize, and coordinate cyberspace planning and operations to defend and advance national interests in collaboration with domestic and international partners. These tasks include coordinating, synchronizing, deconflicting, and integrating operational planning efforts for full-spectrum cyberspace operations.

The anticipated award for this effort is Fall 2026.

WHO YOU ARE
As a Cyber Operations Planner Senior you will provide Cyberspace Operations Support Services (COSS) aligned with the following core disciplines: Cyberspace Operations, Cyberspace Planning, Cyberspace Training and Exercises, Strategy/Policy/Doctrine Development and Campaign, Assessments, Information Technology (IT) Communications, Business Area Support and Project Management Engagement Activities. You will provide the customer with the sustained ability to fulfill its mission to direct, synchronize, and coordinate cyberspace planning and operations to defend and advance national interests in collaboration with domestic and international partners. These tasks include coordinating, synchronizing, deconflicting, and integrating operational planning efforts for full-spectrum cyberspace operations. You will meet the evolving cyberspace operations mission in support of the Joint warfighter.

Solves complex problems related to computer network defense, incident response, insider threat, and computer forensics. Monitors, analyzes, and validates threat intelligence to identify, mitigate, and report cyber security threats. Provides timely detection, alerting, and response of malicious network activity originating from external and internal threat actors. Identifies, develops, and implements resilient countermeasures to reduce risk to the enterprise. Responsible for the creation of fused intelligence products based on full analysis and methodologies. Basic Qualifications
• High School Diploma plus 13 years of relevant experience is required OR Bachelor's degree in Computer Science, Information Systems, Cyber Operations, Cyber Security, Software Engineering, or related discipline from an accredited college or university, plus 10 years of relevant experience is required OR Master's degree in Computer Science, Information Systems, Cyber Operations, Cyber Security, Software Engineering, or related discipline from an accredited college or university, plus 8 years of relevant experience is required.
• Experience leading multi-disciplinary planning cells, coordinating intelligence, legal, acquisition, and operators to ensure technical feasibility and compliance of cyber actions.
• Experience performing comprehensive risk assessments, developing mitigation strategies, conduct targeting validation, synchronization and integration to keep cyber operations aligned with mission objectives and experience reviewing post-execution metrics, refine planning methodology, and adjust plans based on emerging intelligence, technical constraints, or operational feedback.
• Experience preparing concise briefings for command staff that clearly convey plan intent, associated risks, and required resources, while tracking task dependencies and timelines using tools such as JIRA or MS Project and experience populating, planning templates with accurate data, conduct literature reviews of target environments to identify capabilities, vulnerabilities, and potential collateral effects.
• Must possess a current U.S. TS/SCI security clearance with polygraph.

Desired Skills
• Familiarity with DoD cyber planning tools and templates (e.g., JCIDS).
• Strong written and oral communication skills; ability to produce clear briefings and written plans.
• Analytical mindset for rapid assessment of target environments.
• Ability to work collaboratively across multi-disciplinary teams.
• Proficiency with planning and project-management software.
• Understanding of cyber-operation concepts, targeting cycles, and the kill-chain.
• Experience in a DoD, intelligence, or coalition cyber environment preferred.

Pay Information

Full-Time Salary Range: $135700.00 - $251900.00

  • Annual short-term and/or long-term incentive compensation programs may be offered depending on the position. Payments under these annual programs are not guaranteed and can vary from year to year and are tied to a range of performance metrics.
  • For (Washington state applicants only) Non-represented full-time employees: accrue at least 10 hours per month of Paid Time Off (PTO) to be used for incidental absences and other reasons; receive at least 90 hours for holidays. Represented full time employees accrue 6.67 hours of Vacation per month; accrue up to 52 hours of sick leave annually; receive at least 96 hours for holidays. PTO, Vacation, sick leave, and holiday hours are prorated based on start date during the calendar year.
