The Strategic Defense Solutions Software Center is seeking a Section Leader/Manager to lead members of our cyber engineering team located onsite in Largo, FL.  

The selected applicant will split duties as a Section Leader, providing oversight of People & Process, and as a domain lead or senior individual contributor within the supported program. The Section Leader plays a significant role in the career growth and development of employees, helping to align program tasking with career goals and maximizing the potential of each employee through skill development and process adherence.  As a domain lead or senior individual contributor, this candidate will make a significant impact to the program’s execution, working with the Project Engineers (Cost Account Managers and Integrated Product Team Leads) to execute the development and deployment of program products and services.

Specifically, this candidate could be assigned to a team with one or more of the following responsibilities:

  • supporting cyber engineering and IT/DT activities, including requirements development, integration, and verification
  • developing solutions to meet customer requirements
  • enhancing and maintaining several COTS applications and services, in an enterprise environment
  • scanning for vulnerabilities and integrating, configuring, testing, and deploying software updates
  • ensuring all National Industrial Security Program Operating Manual (NISPOM) requirements are implemented, documented, and deployed using the Risk management Framework (RMF)
  • supporting various computer hardware and operating systems in both stand-alone and LAN/WAN configurations
  • developing solutions using network fundamentals, such as OSI layers, IP addressing, sub-netting, TCP/IP stack, VLANS, and DHCP
  • working in a virtualized environment using VMWare products

What You Will Do:

Spend ~10-20% of your time as a Section Leader of approximately 10-16 employees

  • Evaluate staffing supply to meet the program staffing demand
  • Hold meaningful performance Impact Discussions to achieve maximum employee potential
  • Conduct promotion and compensation planning
  • Coordinate with staffing demand owners to manage staffing needs, including interviewing candidates
  • Provide career guidance and development through gap analysis and skill assessments
  • In concert with the Department Leader, explain and enforce policies and process
  • Empower employees, lead and motivate teams, and foster collaboration
  • Exercise effective communication with interpersonal and decision-making skills

Spend ~80-90% of your time as a domain lead or senior individual contributor

  • Use technical skills and experience to execute domain related tasks, such as leading and participating in the internal review of work products, systems, and tasking
  • Assist Project Engineers to define technical solutions and execution strategies
  • Be a force multiplier, helping others become independent contributors through knowledge sharing and formal/informal mentoring
  • Leverage domain knowledge and expertise to improve productivity and identify innovative solutions to routine tasks
  • Manage multiple and competing priorities and adjust promptly to change of priorities

Qualifications You Must Have:

  • Knowledge and experience leading or contributing to development efforts mentioned above involving some combination of Cybersecurity, Risk Management Framework, Information Assurance, Infrastructure Engineering, Vulnerability Assessments and Mitigations, and Patch Management
  • Strong problem-solving and communication skills, including ability to produce technical documentation, and the desire to learn new technologies and tools.
  • Demonstrated success in prior leadership roles
  • Active and transferable Top Secret U.S. government issued security clearance with SCI eligibility is required prior to start date.
  • A current DoD 8570 IAT Level II Certification
  • Typically requires a degree in Science, Technology, Engineering or Mathematics (STEM) and minimum 8 years prior relevant experience or an Advanced Degree in a related field and minimum 5 years of experience

Qualifications We Prefer:

  • Agile Development Techniques such as Scrum or Kanban, using Atlassian Tool Suite (Jira, Confluence, Mattermost)
  • Sound foundation in Data Management and Configuration Management principles, process, and concepts
  • Earned Value Management, Cost Account Management, Rick & Opportunity Management
  • Experience with DevSecOps, Digital Technology or Information Systems, specifically IT networks and enterprise applications.

The salary range for this role is 107,500 USD - 204,500 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
