Summary

About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at Ft. Meade, MD.

Duties

Help

  • Directs the dynamic re-tasking of the Cyber National Mission Force (CNMF) and other CMF elements in response to emergent, national-level threats.
  • During tier-one cyber events, initiates and directs Crisis Action Teams (CAT), formulates immediate courses of action (COAs), and executes operational directives on behalf of the Commander.
  • Rapidly synthesizes highly classified, technical intelligence and operational data from multiple DoD and Intelligence Community (IC) sources into concise, actionable strategic assessments for senior policymakers.
  • Acts as the primary operational liaison for synchronizing operations with numerous Intelligence Community agencies and allied partner cyber commands.
  • Develops and implements performance standards, makes or recommends selections for senior positions, and provides authoritative direction on policies and procedures.
  • Oversees the rigorous training, certification, and readiness of all subordinate JOC watch standers.

  • The incumbent must be able to obtain and maintain a TOP SECRET SCI clearance as a condition of employment and must complete a counterintelligence scope polygraph exam.
  • This is a Drug Testing Designated Position. This position is covered by the Alcohol and Drug Abuse Prevention and Control Program.
  • The incumbent is required to sign a DA Form 5019-R and must pass urinalysis testing, as required, prior to appointment, reassignment, or transfer and periodically thereafter.
  • The incumbent must meet NSA personnel security requirements outlined in NSA/CSS Policy 5-1.
  • Work may occasionally require travel away from the normal duty station on military and/or commercial aircraft up to 10% of the time.
  • The incumbent may be recalled to duty, may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays, and may be required to work overtime.
  • This position requires that employee must report to work during all conditions: normal conditions, severe weather, pandemic lock-down, etc.
  • In accordance with DoDM 8140.03 and supplemental Army guidance, the employee must obtain and maintain the following requirements for each Cyber work role
  • 1) Foundational qualification requirements within 9 months, 2) Resident qualification requirements within 12 months, 3) 20 hours of Continuous Professional Development (CPD) per work role code (which can overlap).
  • This position is designated Tier 5, Special Sensitive, High Risk and the incumbent is required to obtain and maintain a Top Secret Security Clearance Level with Sensitive Compartmented Information (SCI) access as a condition of employment.

To qualify based on your experience, your resume must describe one-year specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by:

1. Managing teams to deconflict offensive and defensive efforts during cyberspace events.

2. Analyzing multiple source intelligence products to provide senior leadership assessments supporting the decision-making process.

3. Formulating operational products (i.e. Situation Reports, Commander's Critical Information Requirements) to facilitate understanding of cyberspace events.

4. Briefing on-going cyberspace events to senior leaders enhance situational awareness.

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience aloneno substitution of education for experience is permitted.
