Position Description

The Custodial Services Supervisor is responsible for overseeing the daily operations of a custodial team that provides cleaning, sanitation, and facility support services for municipal buildings and facilities. This position supervises staff and ensures work is performed safely, efficiently, and in accordance with established service standards.

Responsibilities include training, coaching, mentoring, and evaluating employees; prioritizing, assigning, and inspecting work; scheduling staff and approving leave requests; supporting employee development; addressing performance and conduct issues; participating in hiring and onboarding activities; and serving as a liaison between staff, customers, and leadership.

The Custodial Services Supervisor ensures the accurate completion of work logs, inspection reports, and other operational records; assigns and monitors work activities; coordinates service and repair work performed by contractors; conducts quality assurance inspections; approves purchases and monitors inventory levels; assists with budget planning and administration; maintains records and databases; investigates accidents, incidents, and injuries; and provides responsive customer service to facility occupants and stakeholders.

This position may operate and train staff on specialized custodial equipment and cleaning technologies and is expected to perform custodial duties as needed to maintain service levels and support operational requirements.
Duties/Responsibilities

  • Supervises and oversees custodial operations for multiple City facilities, ensuring services are delivered efficiently, safely, and in accordance with established quality standards and service level expectations.
  • Leads, coaches, and develops custodial staff through performance management, training, scheduling, work assignments, inspections, and corrective action processes. Participates in recruitment, hiring, onboarding, employee development, and disciplinary actions as appropriate.
  • Assigns, monitors, and inspects work activities to ensure compliance with applicable policies, procedures, safety regulations, and operational standards. Maintains adequate staffing levels and responds to changing operational needs.
  • Develops work schedules and coordinates custodial services, facility repairs, preventive maintenance activities, and operational improvements. Conducts facility and equipment inspections and identifies repair and replacement needs.
  • Monitors service quality through routine inspections, quality assurance reviews, and contractor oversight. Investigates and resolves operational issues and implements corrective actions as needed.
  • Assists with budget development and administration by monitoring expenditures, estimating material and supply needs, researching equipment options, and reviewing or approving purchases within delegated authority.
  • Coordinates with warehouse and procurement staff to maintain adequate inventories of custodial supplies, chemicals, paper products, equipment, and related materials.
  • Maintains accurate records, reports, inspections, inventories, and work orders within the Computerized Maintenance Management System (CMMS) and other departmental databases.
  • Operates and trains staff on specialized custodial equipment and commercial cleaning technologies. Demonstrates proper cleaning techniques, surface care procedures, and the safe use of custodial equipment, chemicals, and materials.
  • Coordinates facility setup, breakdown, and custodial support activities for special events, meetings, and community functions.
  • Provides responsive customer service by addressing questions, concerns, complaints, and service requests from facility occupants, employees, contractors, and the public.
  • Reports accidents, incidents, and injuries; conducts investigations; recommends corrective actions; and promotes a safe working environment.
  • Evaluates operational performance, identifies opportunities for process improvements, and implements best practices to enhance efficiency, service delivery, and resource utilization.
  • Performs custodial duties as needed to maintain service levels and support departmental operations.
  • Performs other duties of a similar nature and level as assigned.

Minimum Qualifications & Experience

  • Associate's degree or equivalent
  • Three years of related custodial, housekeeping, or facility operations experience.
  • Three years of lead or supervisory experience in custodial or related operations.
  • Must complete job related and/or safety training based on assignment, such as (but not limited to) lock out/tag out, confined space entry, ladder safety, respirator and emergency evacuation training.
  • Valid, unrestricted, North Carolina driver's license "or" if you currently have another states driver's license, must be willing and able to obtain a valid NC driver's license within 60 days of hire

Additional Preferred Skills

  • Knowledge of ISSA and APPA custodial standards, staffing methodologies, and industry best practices.
  • Experience managing custodial operations in large commercial, institutional, municipal, healthcare, or higher education environments.
  • Relevant industry certifications or professional training.
  • Experience utilizing CMMS programs, such as Cityworks, Asset Essentials, or similar work order management platforms.
  • Proficiency with Microsoft Office applications (Outlook, Word, Excel, PowerPoint, and Teams)
  • Experience supervising custodial staff, conducting quality assurance inspections, and managing service delivery across multiple facilities.
  • Experience operating and training staff on commercial custodial equipment, including floor scrubbers and related cleaning technologies.
