Full Job Description
What level Clearance do I need? You must possess an active Top Secret / SCI clearance. When is this position expected to begin? This position is contingent upon award. Please apply now to be considered for this opportunity! A recruiter will be in touch when possible. What will I be doing? Using your expertise, you will be providing Counterintelligence (CI) functional management support to defense CI programs, supporting developing and implementing governance strategies to enhance stakeholder engagement, resolve common issues, and drive effectiveness across the defense CI Enterprise. You will be working alongside Government civilians and other Government contractors and analysts. You will: - Develop, coordinate, and implement enterprise performance measures to assess program effectiveness, operational efficiency, and mission alignment - Analyze resulting enterprise-wide performance metrics, resource allocation and operational data to assess overall health of the enterprise - Identify trends, project requirements, and compare results to targets - Advise and assist leadership in interpreting results and recommend courses of action (COA) to address performance gaps - Recommend COAs to improve measurement accuracy and utility - Compile, validate, and format enterprise performance data for submission to oversight bodies in compliance with requirements - Integrate enterprise equities into planning requirements and documents - Develop or revise policies, standards, Standard Operational Procedure (SOP)s, and guidance - Maintain stakeholder engagement and communication in support of ongoing CI activities - Establish and maintain knowledge management processes and ensure data accuracy, timeliness, and completeness for all enterprise consumption, reporting and analysis - Develop and maintain an enterprise-wide stakeholder engagement and communication strategy to ensure coordination across DoW, interagency, and allies - Assist in developing, hosting, facilitating, attending, and/or presenting at working groups, conferences and other CI-related symposia - Perform duties as the Data Transfer Officer/Trusted Agent in order to facilitate records cross-domain transfers across the various systems - Prepare and submit briefings, executive summaries, assessments, memoranda and/or information papers - Identify enterprise training needs through performance assessments, stakeholder input, mission analysis, and lessons learned - Prepare, update, and deliver presentations on DoW CI programs, as necessary - Assist in the preparation of the annual budget justification - Support EMO and DCE modernization efforts by providing expertise, input, and end-user guidance to develop systems, tools, and capabilities - Establish and disseminate appropriate collection requirements for information and intelligence gaps identified in CI analytic production - Conduct CI Records Name Checks and source deconfliction - Support the development and standardization of CI Threat Assessment Criteria for Defense Critical Infrastructure (DCI) - Maintain and update the Operational Management Database (OMDB) - Prepare and submit weekly actions lists, executive summaries, after-action reports, and/or information papers - Other duties as assigned What experience, training, and education do I need? You must meet the minimum requirements: - Active Top Secret / SCI clearance - Senior Level: At least 10 years of knowledge/experience in the counterintelligence (CI) disciplines of CI investigations, operations, collection, analysis and production, functional services and/or mission support - Mid Level: At least 5 to 7 years of knowledge/experience in the CI disciplines of CI investigations, operations, collection, analysis and production, functional services and/or mission support The following experience is preferred: - Bachelor's Degree - Training as a credentialed CI special agent or law enforcement at the State or Federal level Where is the client site that I would be working for?
