Responsibilities

The Prince George's County Department of The Environment is currently seeking qualified applicants to fill a Counsel Liaison,(Administrative Assistant 4G) grade G27 position, in the Director's Office.
About the Position

This position serves as the highest level of professional, administrative, and supervisory support within the Department. The role is responsible for managing the most complex and sensitive administrative assignments and providing advanced, non-routine administrative assistance.

About the Agency

The Department of the Environment works for a healthy, beautiful and sustainable County through programs that provide clean water, flood control, recycling and waste management, litter prevention, sustainable animal management and pet adoption in partnership with residents and other stakeholders. Some of our core services include providing clean water services (Stormwater Management Division); flooding prevention for buildings and structures (Sustainability Division and Stormwater Management Division); collecting, processing and diverting waste from the County-operated landfill, commercial facilities and householders (Resource Recovery Division); providing sustainability services to reduce greenhouse gas and emission (Sustainability Division); and facilitating pet adoptions, managing an animal holding facility, issuing pet licenses, investigating cruelty complaints and conducting humane outreach and education events (Animal Services Division).

Examples of Work

  • Serving as the County Counsel Legislative Liaison for the Department, receives County legislative initiatives from the Director for preliminary review.
  • Considers fiscal and programmatic impact after input and advice from the Director, Deputy Directors and subject matter experts from the Department's Divisions.
  • Monitors and develops legislative initiatives, packages with input from the Director and Deputy Directors.
  • Monitors and ensures all legislative deadlines are met on behalf of the Department.
  • Serves as Liaison during State Legislature for Intergovernmental Affairs (IGA) and is responsible for monitoring the County's electronic legislative tracking system - Engagifi.
  • Facilitates the development of testimony per Division, upon request of the IGA and submits testimony to the County Executive's office in a timely manner.
  • Develops and drafts Administrative Procedures in conjunction with input from the Division's subject matter experts and reviews Prince George's County Code to determine if all regulations have been developed where required under County Code.
  • Conducts trainings, in coordination with the County's Office of Human Rights and works closely with this office to carry out program mandates.
  • Manages Maryland Public Information Act (MPIA) requests and coordinates with Associate Directors in preparing responses to those requests, including providing guidance, in coordination with the Office of Law.
  • The incumbent is expected to exercise a high degree of independent judgment within established departmental policies. Work is performed under general supervision, with performance evaluated through conferences, reports, and the successful completion of assigned tasks. Work is performed with latitude for independent judgment under the supervision of the Director of the Department of the Environment. This position is designated "essential" in accordance with DoE Instruction 110.4.

Qualifications
Minimum Qualifications
  • Bachelor's degree from an accredited College or University in Liberal Arts, one of the Social Sciences, or Public or Business Administration; or field closely related to assignment/functional area.
  • Three (3) years of progressively responsible administrative experience in government or legislation. At least one (1) year of experience involved in supervision of high-level administrative staff.
  • Active status with The Bar of Maryland

An equivalent combination of education, experience and training which provide the required knowledge, skills, and abilities may be considered.

Please note there is no equivalency for the required supervisory experience.
Preferred Qualifications
  • Extensive knowledge of the principles and methods of public administration and local government.

  • Extensive knowledge of environmental research and analysis practices, data collection and analysis best management practices and environmental regulations, policy and law.
