Job Description:
Parsons is looking for an amazingly talented Cost Manager to join our team! In this role you will be responsible for supporting the planning, monitoring, analysis, forecasting, and reporting of all project costs associated with the design contract.
What You'll Be Doing:
Cost Management & Analysis
Help establish and maintain project cost control systems and procedures.
Monitor labor, direct costs, overheads, and subconsultant expenditures against approved budgets.
Analyze cost performance and identify trends, variances, and potential risks to project profitability.
Help prepare Estimate-at-Completion (EAC), Estimate-to-Complete (ETC), and cash flow forecasts.
Support project leadership in financial decision-making through detailed cost analysis and recommendations.
Cost Reporting
Support preparation of weekly, monthly, and executive-level cost reports.
Monitor budget performance against baseline plans.
Analyze earned value, productivity, burn rates, and resource utilization.
Prepare variance analyses and corrective action recommendations.
Client Invoicing & Revenue Management
Help prepare and coordinate client invoices in accordance with contract requirements.
Ensure invoice accuracy, completeness, and compliance with contractual billing provisions.
Monitor invoice status, client approvals, and collections.
Support resolution of invoice-related inquiries and disputes.
Subconsultant Cost & Payment Management
Monitor subconsultant budgets, commitments, and expenditures.
Review subconsultant invoices for accuracy, contractual compliance, and progress achieved.
Coordinate invoice approvals with technical and project management staff.
Track subconsultant commitments against approved budgets and forecasts.
Support processing of subconsultant payments in accordance with contract terms.
Budget & Forecast Management
Support monthly forecasting processes for labor, expenses, and subconsultant costs.
Support project change management activities.
Participate in project reviews and forecast updates with project leadership.
Ensure financial forecasts reflect current project conditions and risks.
Change Management Support
Help to develop cost estimates and supporting documentation for change requests.
Monitor approved and pending changes and their impact on project budgets and forecasts.
Financial Governance & Compliance
Support internal and external audits.
Verify cost data integrity within project management systems.
Maintain accurate financial documentation and records.
Promote continuous improvement of project cost management processes and reporting tools.
What Required Skills You'll Bring:
Bachelor's Degree in Finance, Accounting, Business Administration, Engineering, Construction Management, or related discipline.
8–15 years of project controls, cost management, financial analysis, or program management experience.
Experience supporting large infrastructure, transportation, aviation, rail, water, or Design-Build projects preferred.
Experience with client and subcontractor invoicing processes.
Strong cost control and financial analysis capabilities.
Knowledge of earned value management (EVM) principles.
Strong client invoicing and contract administration experience.
Ability to analyze large datasets and identify trends and performance drivers.
Excellent written and verbal communication skills.
Strong organizational and stakeholder management skills.
Ability to work effectively in a fast-paced, multidisciplinary project environment.
