Cost, Investment and Business-Case Analyst to provide transparent cost, investment, affordability, and business-case analyses supporting capacity and recovery decisions.
Responsibilities: Cost and Financial Analysis: - Develop and evaluate life-cycle, nonrecurring, recurring, unit, capital, operating, and implementation cost estimates for industrial-base initiatives.
- Assess cost drivers, estimating assumptions, data quality, escalation, phasing, uncertainty, sensitivity, and affordability across alternative courses of action.
- Analyze contractor and supplier cost submissions, investment requests, rough-order estimates, spend plans, schedules, and supporting evidence.
- Reconcile cost, budget, obligation, expenditure, production, and schedule data and clearly document sources, methods, limitations, and confidence levels.
Investment and Business-Case Evaluation: - Build business cases for capacity expansion, tooling, facilities, equipment, workforce, technology, supplier development, and production-recovery actions.
- Compare alternatives using return on investment, net present value, payback, cost avoidance, schedule effect, throughput, readiness, resilience, and mission benefit, as appropriate.
- Evaluate whether proposed investments address the verified production constraint and whether benefits are measurable, attributable, and achievable within the required timeframe.
- Identify Government and industry contributions, incentives, dependencies, execution risks, residual risks, and conditions necessary to protect the Government's interest.
- Develop funding profiles and decision points aligned with program needs, acquisition strategy, budget availability, and implementation milestones.
Decision Support and Benefits Tracking: - Prepare independent assessments, alternatives analyses, investment memoranda, executive briefings, and recommendations for the BOND team, PAEs, and senior leaders.
- Coordinate with program, engineering, production, contracting, financial-management, legal, and industry stakeholders to validate assumptions and implementation plans.
- Establish baselines, performance measures, milestones, and benefit-realization plans for approved investments and corrective actions.
- Monitor cost, schedule, production, and benefit performance; identify variance and recommend corrective action, restructuring, or termination when warranted.
Requirements: - Bachelor's degree from an accredited institution in finance, accounting, economics, business, engineering, operations research, supply chain, or a related discipline.
- 10+ years' experience in cost analysis, investment analysis, business-case development, financial management, acquisition analysis, or a closely related field.
- Demonstrated experience developing defensible cost estimates and comparing investment or acquisition alternatives using quantitative and qualitative measures.
- Experience evaluating capital, production, supplier, infrastructure, technology, or program-improvement proposals and testing underlying assumptions.
- Strong proficiency with Microsoft Excel and financial modeling, including sensitivity, scenario, cash-flow, and risk analysis.
- Ability to integrate technical, production, schedule, cost, budget, and financial information into concise senior-leader recommendations.
- Active Top Secret Clearance required.
