Redhawk Federal is hiring a Cost Estimator to support the Library of Congress in collaborating with the IT Partner Engagement (ITPE), Program Management Governance and Operations Division (PMO), other OCIO Directorates, and partnering service units to formulate cost estimating processes and procedures, conduct cost estimate reviews, and develop cost estimates for selected IT products, projects, and programs.
The Cost Estimator will produce quality cost estimates for IT investments based on industry's best practices, and Government Accountability Office (GAO) and Office of Inspector General (OIG) guidance and specific audit recommendations to the Library of Congress. The Cost Estimator will conduct cost estimation analysis on new and ongoing IT and software development projects. The Cost Estimator will provide professional support in maintaining and enhancing existing processes and roles needed to effectively estimate costs for IT expenses.
The Senior Consultant resume must demonstrate they have the following qualifications:
1. Minimum of five (5) years of combined experience in IT cost estimating and
information systems development, acquisition, operations or maintenance.
2. Experience demonstrating their ability to analyze project requirements for the
purpose of accurately estimating IT project costs with a minimum of two (2) years of
experience in applying GAO cost estimating and assessment guide, GAO Agile
assessment guide, Capital Planning and Investment Control (CPIC), and/or Program
Management Institute (PMI) program and project cost estimating best practices;
demonstrated ability to provide overall direction and leadership for the preparation of
hardware/software cost estimates.
3. Minimum Education: BS/BA or equivalent education. If this cannot be met, the
Library will accept training and certification of any one of the following: PMP,
FAC-P/PM, CCEA, PCEA, and/or SCEC.
4. Experience utilizing SEER Cost Estimation product suite is strongly preferred but not required.
The Senior Consultant must have had progressively responsible experience and training sufficient in
scope and quality to furnish them with an acceptable level of the knowledge, skills, and abilities to
perform the duties of the position without supervision.
