Full Job Description
Canvas II, LLC is hiring for a Subject Matter Expert (SME) Cost Analyst to support our U.S. Army customer at Project Manager Short and Intermediate Effectors for Layered Defense (PM SHIELD). This individual will be highly skilled with acknowledged specialized cost expertise in the specific functional tasks required for cost analyst support.

The individual in this position will plan, coordinate, and conduct independent cost analysis for the Maneuver Short-Range Air Defense (M-SHORAD) Inc. 3 (NGSRI) program ensuring technical appropriateness, soundness, and accurate interpretation of results with regard to cost and budget.

Duties:
  • Perform the calculation and forecasting of the future costs of systems, projects/programs, resources, to support independent studies, funding decisions, and various management reviews (e.g. Milestone reviews, budget reviews).
  • Create and maintain lifecycle cost estimates in ACE-IT.
  • Perform the planning and development of controls and provide expert technical analyses, budgetary advice, and defend budget activities.
  • Conduct analysis and provide recommendations by applying expert knowledge of a broad range of cost analysis strategies to include mathematics, statistical analysis, parametric and non-parametric analysis,
    computer modeling, regression analysis, and economic analysis.
  • Coordinate with the Capability Program Executive and Portfolio Acquisition Executive Offices on Program Office Estimates, Acquisition Program Baselines, and other milestone review documentation.
  • Create documents and briefing charts that communicate current status and forecast on program with regard to cost.
  • Receive and analyze Earned Value Management reports and make recommendations to Product Manager based on analysis.
  • Support Integrated Baseline Reviews and regularly scheduled Earned Value Management events.

Requirements:
  • 25 years' experience and High School diploma - or - 21 years' experience and bachelor's degree - or - 19 years' experience and master's degree
  • Knowledge of the Federal Acquisition Regulation (FAR)
  • Experience using other US Army cost tools and software as applicable
  • Experience with US Army and Department of War (DoW) Cost tools
  • Experience using Microsoft Excel
  • Experience using Automated Cost Estimating Integrated Tool (ACEIT)
