Job Description
Cape Fox Mountain Point is seeking a highly qualified Corporate Quality Control (CQC) Manager.
The Corporate Quality Control (CQC) Manager oversees and implements the company's Quality Control Program across all federal construction projects to ensure compliance with contract documents, applicable regulations, and corporate standards. This individual provides leadership, training, and oversight to project-level QC Managers, ensuring adherence to federal agency quality control requirements.
The CQC position will improve, develop and implement the quality program, quality control plans, enforcing policies, assessing risk, and ensuring compliance with legal guidelines for the Mountain Point construction company. Work will be performed primarily within the United States (Texas, Oklahoma, Louisiana, Mississippi, North Dakota, Alabama, Georgia, Arkansas, Florida) but occasionally CFMP performs work internationally. General construction work will include building renovations and repair; new construction; pre-construction services, IT and physical security upgrades; MEPs; Demolition; and Civil/Horizontal work mainly focusing on UG electrical and water infrastructure projects.
The CQC Manager will oversee the department of site QC managers and quality specialists in support of project managers, site superintendents, site safety and their construction projects. The CQC Manager provides leadership and guidance for the department, works to improve core processes, and supports projects.
Essential Functions and Responsibilities- Improve and/or develop corporate QC plans and processes. Ensure company quality standards are met in project execution
- Establish and continually review Quality Control programs and policies. Revise and develop new policies as required
- Conduct regular project audits, site visits, and QC reviews to ensure compliance with the three-phase QC process (Preparatory, Initial, and Follow-up).Develop and maintain a quality control plan, create documents and forms to track their findings, and supervise most construction work
- Ensure all project QC documentation-including daily QC reports, submittals, testing, and inspections-is accurate, timely, and complete.
- Review and approve project-specific Quality Control Plans prior to submission to government clients.
- Monitor each active project site (i.e., where work is being performed) to ensure full compliance with all QC requirements.
- Maintain centralized records of deficiency tracking, corrective actions, and nonconformance reports (NCRs).
- Coordinate corporate-level quality meetings to review trends, lessons learned, and continuous improvement initiatives.
- Maintain training/certificate records for all field staff and project managers ensuring compliance with USACE Construction Quality Management (CQM-C) certification requirements for all QC personnel.
- Develop and Implement an Incentive program to promote team culture and high level production.
- Comply with Company policies, rules, procedures, and applicable federal, state, and local laws and regulations
- Prepare reports by collecting, analyzing and summarizing data
- Collaborate with Safety, Environmental, and Project Management departments to ensure integrated compliance with all project requirements.
- Design-Build management and review related to QC requirements
- Pre-Bid project review for compliance with project specifications related to quality control and quality control specialists.
- Cover project sites for field staff PTO.
- Be assigned a project as QCM and still perform the functions of the CQC
- Interview and hire Quality control managers as needed for new project awards
- Promote a culture of continuous improvement through regular feedback, performance evaluations, and training updates.
- Business development, Serve as the corporate liaison with client quality representatives, including USACE Area/Resident Engineers, NAVFAC QC personnel, and federal inspectors.
Work EnvironmentPrimary work will be supporting construction efforts on U.S. Government contracts at military installations. CQC Managers work full-time in a variety of settings, including offices, facilities or construction sites. The work typically involves considerable travel and fieldwork such as project kick off with QC managers monthly audits. This will include sitting in for field staff PTO and possibly be assigned a short term project as QCM. The employee can be exposed to dangerous or stressful situations. The employee will work on a team with project managers, architects, engineers, and contractors to ensure that all aspects of a project's design and construction are completed correctly.

The salary range (or hiring range) for this position has been established at: $130,000.00 - $180,000.00The above salary range represents the company's good faith and reasonable estimate of the range of possible compensation at the time of posting. Job Requirements
Education and/or Experience- Minimum of 10 years of experience in the federal construction industry as a Quality Control Manager on Design-Build and Bid-Build projects.
- At least 3 years in corporate or senior QC leadership role.
- Bachelor's degree in civil/structural engineering or construction management (desired)
- Professional engineer registration (desired)
Certifications and training should include:- USACE, Construction Quality Management for Contractors
- 30-Hour OSHA Construction Training
- 40 hr EM385 1-1 certification
- FIRST AID/CPR certification
Qualifications and Requirements- Must be able to effectively manage subordinate managers and professionals
- In-depth knowledge of federal construction standards, UFGS, EM 385-1-1, and FAR quality requirements.
- Strong leadership, communication, and organizational skills.
- Ability to interpret drawings, specifications, and technical submittals.
- Proven knowledge of construction equipment, methods, and processes and how to incorporate best practices in our daily activities
- Ability to complete special tasks and projects with limited direction and oversight
- Strong oral and written communication and presentation skills, with the ability to communicate with others at all levels of the organization
- Excellent organizational and time management skills
- Able to work under strict requirements in government compliance
- Able to recognize issues on and off site and report to company
- Ability to travel to company work sites, as needed
- Proficient with Microsoft Word and Excel and Windows Systems; Microsoft Project and Project Management tools a plus
- Proficient in Procore, RMS/QCS, or other QC management software.
- Must have authorization to work in the United States as defined by the Immigration Reform Act of 1986.
- Ability to travel to job sites nationwide and Internationally as required.
