The Opportunity:

Consistent with corporate strategic priorities and applicable rules and regulations, this position performs planning, organization, development and coordination of procurement and risk management activities for the entire corporation.

Top Key Responsibilities:
  • Lead and oversee corporate procurement and risk management programs, ensuring compliance with trade agreements, legislation, policies, and best practices while aligning activities with organizational objectives.
  • Provide strategic leadership and expert advice on public procurement, contract law, tendering processes, risk management, insurance requirements, and regulatory compliance.
  • Develop and implement procurement strategies, policies, procedures, and internal controls to maximize value, mitigate risk, and support effective corporate operations.
  • Manage and develop professional staff, including workforce planning, performance management, training, coaching, and succession planning.
  • Lead stakeholder training and organizational capacity building to strengthen procurement and risk management knowledge across the organization.
  • Direct special projects and continuous improvement initiatives, establishing priorities, allocating resources, and driving process and system enhancements.
  • Build and maintain strong internal and external partnerships with departments, suppliers, legal advisors, and other stakeholders to support effective service delivery and decision-making.
  • Oversee budgets, resource allocation, contract monitoring, risk assessments, and insurance programs to protect organizational interests and ensure operational effectiveness.

As our preferred candidate, you will have:
  • University degree with major in legal, business, finance, procurement, or closely related field, plus continuous training in leadership development, professional procurement designation (such as Certified Public Procurement Officer). Prefer that Enterprise Risk Management Certification is held; if not, will be expected to obtain certification.
  • Minimum seven years of progressively responsible experience in public procurement, including supervisory responsibilities
  • Experience in insurance business will be considered an asset
  • High degree of integrity and personal and professional ethics
  • Ability to use appropriate judgment and initiative when making recommendations and resolving problems that are highly complex and sensitive in nature
  • Ability to make difficult decisions in an impartial and objective manner
  • Considerable knowledge of administration problem solving and the implementation of effective solutions
  • Comprehensive knowledge of modern principles and practices of public procurement and supply-chain management and business practices related to public procurement
  • Comprehensive knowledge of tendering and contract laws, trade agreements, policies and procedures governing public procurement
  • Comprehensive skill in researching and preparing highly complex solicitations and contract documents
  • Considerable skill in project and program management
  • Comprehensive insurance knowledge will be considered an asset
  • Considerable skills in risk assessment, control and financing or willingness to pursue

$56.98 to $71.23 per hour

$111,546 to $139,433 per annum

Hours of Work:

75 hours biweekly; Monday to Friday. Some evening and weekend work may be required.
