Department Summary

EchoStar Corporation has an exciting opportunity for a Corporate Counsel. This position will be located at the Hughes headquarters in Germantown, MD.
This attorney will serve as the day-to-day lead for the Company's global trade compliance program, with primary responsibility for export controls, economic sanctions, customs/import compliance, anti-boycott regulations, and the intersection with U.S. Government contracting and Controlled Unclassified Information (CUI). He/she will also provide legal advice and guidance in support of the Company's Foreign Corrupt Practices Act (FCPA)/anti-bribery compliance program. This position reports to the VP & Assoc. General Counsel responsible for North America and Trade Compliance.

Job Duties and Responsibilities

Key Responsibilities:
  • Administering, advising on, and developing the Company's trade compliance program, policies, and procedures
  • Providing day-to-day legal advice and assistance on trade compliance matters and working with personnel across the Company to ensure ongoing compliance
  • Analyzing and determining export licensing jurisdiction, export classifications, and tariff classifications of products, software, and technology and advising on export licensing, commodity classification, and commodity jurisdiction requirements
  • Advise on customs and import compliance matters, including tariffs, duty mitigation strategies, supply chain impacts and duty drawback matters
  • Support the intersection of trade compliance and U.S. Government contracting, including CUI and export-controlled data compliance requirements
  • Handling export licensing and authorization activities
  • Reviewing trade compliance matters in connection with potential international business transactions
  • Collaborating with stakeholders in various functional areas and business units and developing compliance strategies, procedures, and controls
  • Liaising with the U.S. Government officials on licensing, authorization, and regulatory matters
  • Assisting with due diligence and background checks on potential international business partners and other third party intermediaries
  • Performing other duties as assigned

Skills, Experience and Requirements

Education and Experience:
  • Graduate of an accredited law school and admission to practice in at least one jurisdiction
  • 7+ years of experience working on trade compliance matters affecting multinational companies and international business transactions


Skills and Qualifications:
  • Significant experience in practical application of export control and economic sanctions laws and regulations to a wide variety of global business situations
  • Experience in practical application of customs/import regulations, tariffs, and government contracting/CUI requirements strongly preferred
  • Anti-bribery and FCPA compliance experience a plus
  • Excellent written and verbal communication skills and interpersonal skills and ability to be engaged and interact with a variety of business people at different levels of the company
  • Attention to detail, strong organization skills, and ability to work efficiently while managing multiple priorities and meeting deadlines
  • Display a high degree of integrity, personal judgment, and confidentiality
  • Telecommunications or satellite industry experience
  • Familiarity with DECCS, SNAP-R, and SAP GTS
  • Anti-corruption and FCPA compliance experience
  • Prior experience in trade compliance laws and regulations applicable to the Company's business, including ITAR, EAR, and OFAC sanctions regulations.
  • This position will have access to U.S. export-restricted materials; Candidates must be a U.S. citizen, U.S. permanent resident, lawfully admitted into the U.S. as a refugee or granted asylum, or able to obtain U.S. authorization from the Dept. of State or the Dept. of Commerce to access such materials. Salary Ranges

Compensation: $127,500.00/Year - $170,000.00/Year
