Amazon is seeking a regulatory counsel for a unique opportunity to help Amazon develop and deploy autonomous vehicle and robotics solutions for last mile delivery operations. This is a new program in its early stages: a multi-year investment with significant executive attention, rapid growth, and the opportunity to shape regulatory strategy from the ground up.
You will be the team's subject matter expert on the regulations governing autonomous vehicles and personal delivery devices - including NHTSA regulations, the Federal Motor Vehicle Safety Act, and the growing patchwork of state and local AV and robotics laws. You will chart the regulatory strategy for these programs: advising on what regulatory frameworks exist and where they're heading, building compliance plans that enable the business to test and deploy across multiple jurisdictions, and helping senior leaders make informed decisions about where and how to move forward. Working directly with engineering, product, safety, and public policy teams, you will translate regulatory requirements into practical guidance and help the business navigate a landscape that is evolving rapidly. The role focuses primarily on last-mile delivery but also works closely with teams deploying autonomous solutions across Amazon's middle mile transportation networks.
Key job responsibilities
- Serve as the team's regulatory expert for autonomous vehicle and robotics programs, with deep knowledge of NHTSA regulations, FMVSA, and state-specific AV and personal delivery device laws
Develop the regulatory strategy for the programs you support - identifying requirements, assessing risk, and advising on the path to deployment across jurisdictions
- Build and maintain compliance frameworks that enable the business to move from testing through commercial deployment
- Advise engineering and product teams on how regulatory requirements apply to specific product design decisions, testing protocols, and deployment plans
- Monitor the evolving regulatory landscape and proactively advise the business on implications for current and planned programs
Support regulatory filings, incident response, and engagement with regulators in coordination with public policy
- Collaborate with the team's product counsel, as well as attorneys across commercial transactions, fleet legal, middle mile, privacy, IP, and litigation on cross-cutting issues
A day in the life
You will work on some of the most challenging and novel legal issues in the autonomous vehicle and robotics space. Your day might include advising engineers on regulatory requirements for a new vehicle feature, negotiating a partnership agreement with an automotive technology provider, analyzing new state legislation on autonomous vehicles, or developing compliance frameworks for multi-state deployments. You will have direct impact on bringing innovative delivery solutions to customers while ensuring legal and regulatory compliance. This role offers significant autonomy, executive visibility, and the opportunity to shape legal strategy for emerging technologies.

This position is part of Amazon's Worldwide Operations Legal team, supporting last mile delivery. You will work closely with business leaders who are developing autonomous vehicles and robotics solutions that will transform how Amazon delivers to customers. BASIC QUALIFICATIONS
- 5+ years of legal experience
- 5+ years of post bar admission legal experience
- Juris Doctor and membership in one state bar or equivalent
PREFERRED QUALIFICATIONS
- 1+ years of Product Safety & Compliance Law experience
- Experience advising on the Federal Motor Vehicle Safety Act, NHTSA regulations, or analogous product safety regimes
The base salary range for this position is listed below. Your Amazon package will include sign-on payments and restricted stock units (RSUs). Final compensation will be determined based on factors including experience, qualifications, and location.
