Overview

We are seeking a Senior Knowledge Manager to provide immediate knowledge management, collaboration, data visualization, and business-process support to an emerging Space-Based Sensing and Targeting (SBST) Program Acquisition Executive (PAE) organization.

Responsibilities

Position Overview:

The Senior Knowledge Manager will work directly with government leadership and functional teams to understand how the organization operates, identify information and workflow gaps, and rapidly implement practical solutions that improve decision-making, information accessibility, accountability, and organizational effectiveness. The successful candidate will be a hands-on practitioner capable of rapidly establishing effective solutions in a dynamic, evolving organization while simultaneously designing those solutions for future scalability and enterprise adoption. The ideal candidate can move seamlessly between immediate execution and enterprise architecture-building useful capabilities today without creating disconnected tools or processes that must be replaced as the organization grows.

Key Responsibilities

  • Rapidly assess the SBST PAE's knowledge management, collaboration, reporting, and information-sharing requirements and implement solutions that provide immediate operational value.
  • Establish and manage the organization's knowledge management environment using Microsoft SharePoint, Teams, Power BI, and the Microsoft 365 ecosystem.
  • Design intuitive SharePoint sites, information architectures, document libraries, metadata structures, permissions, workflows, and governance models.
  • Develop Microsoft Teams structures that enable effective collaboration while preventing uncontrolled proliferation of teams, channels, repositories, and duplicated information.
  • Develop Power BI dashboards and executive-level visualizations that transform program, business, workforce, finance, schedule, risk, and other organizational data into actionable information.
  • Use Power Automate, Microsoft Lists, Forms, Power Apps, and other available tools to automate routine processes, approvals, notifications, data collection, status reporting, and workflow management.
  • Integrate information across multiple organizational functions to establish authoritative sources of information and reduce dependence on manually maintained spreadsheets, email chains, and disconnected repositories.
  • Develop and maintain leadership dashboards, action trackers, decision logs, battle rhythm products, organizational calendars, task-management solutions, and other tools supporting day-to-day PAE operations.
  • Establish practical data and knowledge governance, including naming conventions, metadata, records organization, permissions, lifecycle management, version control, and content ownership.
  • Identify opportunities to standardize and automate business processes while preserving the flexibility required by an emerging organization.
  • Develop reusable templates, architectures, workflows, dashboards, and governance practices that can be scaled from the SBST PAE to broader enterprise-level solutions.
  • Coordinate with IT, cybersecurity, data, program management, acquisition, security, financial management, contracting, engineering, and other functional organizations to ensure solutions integrate with existing enterprise capabilities and requirements.
  • Translate leadership objectives and loosely defined operational problems into executable technical and process solutions with minimal direction.
  • Train users and develop guides, standards, and repeatable processes that promote adoption and reduce reliance on individual subject-matter experts.
  • Continuously evaluate emerging capabilities within the Microsoft ecosystem and other approved tools to improve organizational effectiveness.


Skills Required

Minimum qualifications:

  • 7 years' experience in Federal Government acquisition (e.g. DOD Agencies, US Space Force, US Air Force, or NASA Programs).
  • Bachelor's degree in one of the following areas: Business, Management, Economics, Science, Technology, Engineering, or Statistics.


Successful candidates will be able to demonstrate the following experience:

  • Designing and implementing knowledge management solutions for complex organizations.
  • Advanced hands-on experience with Microsoft SharePoint and Microsoft Teams.
  • Developing dashboards and visualizations using Microsoft Power BI.
  • Microsoft 365 tools such as Power Automate, Power Apps, Lists, Forms, Planner, and related collaboration and workflow capabilities.
  • Ability to assess poorly defined requirements, develop an executable approach, and deliver useful capabilities rapidly with limited supervision.
  • Developing scalable information architectures, governance models, workflows, and business processes.
  • Ability to organize and synthesize large amounts of information into intuitive structures and decision-quality products.
  • Strong written and verbal communication skills, including the ability to work directly with senior government leaders and technical and functional subject-matter experts.
  • Ability to operate effectively in a fast-paced, evolving organization where requirements, organizational structures, and priorities may change rapidly.


Desired Experience:

  • 7 years of recent Space Program experience is highly desired
  • Experience supporting DoD, Intelligence Community, Space Force, or national security space organizations.
  • Experience supporting a Program Executive Office, PAE, acquisition organization, or major program portfolio.
  • Familiarity with DoD acquisition, program management, financial management, contracting, engineering, security, and executive reporting processes.
  • Experience integrating data from multiple systems or organizational sources into executive dashboards and common operating pictures.
  • Experience developing enterprise knowledge management strategies and governance frameworks.
  • Experience with Microsoft 365 administration, Dataverse, SQL, APIs, data connectors, or other methods for integrating enterprise information.
  • Familiarity with Agile development, process improvement, Lean, or similar approaches to rapid capability delivery.
  • Experience implementing solutions within classified environments.


Location

  • This position will be located in Chantilly, VA and work will be done 100% onsite in a SCIF environment. Remote/Hybrid work is not available.


Clearance:

  • Active DoD Top Secret Clearance with SCI eligibility


Salary Range: $90,000-$110,000/Year, DOE

Education

High school diploma required.
