SUBJECT: COORDINATOR OF BUILDINGS & GROUNDS REPORTS TO: DIRECTOR OF FACILITIES ACCOUNTABILITY OBJECTIVE: Under the direction of the Director of Facilities, the Coordinator of Buildings & Grounds provides leadership, coordination, and oversight of maintenance and custodial operations throughout the Worcester Public Schools. The Coordinator is responsible for the system-wide planning, scheduling, coordination, and monitoring of in-house and contracted maintenance and custodial services. The position provides direct supervision and support to the Assistant Coordinators of Buildings & Grounds and works collaboratively with school and central-office administrators, employees, contractors, and vendors to ensure that school facilities are safe, clean, functional, well-maintained, and supportive of student learning. The Coordinator assists the Director of Facilities in establishing operational priorities, developing short- and long-term facilities plans, managing resources, monitoring service delivery, and ensuring compliance with applicable laws, regulations, policies, collective bargaining agreements, and district standards. PRINCIPAL RESPONSIBILITIES: 1. Assist the Director of Facilities with the recruitment, selection, hiring, and placement of maintenance and custodial personnel in accordance with applicable Civil Service requirements, collective bargaining agreements, district policies, and employment laws. 2. Provide direct supervision, guidance, and performance oversight to the Assistant Coordinators of Building & Grounds, including monitoring work assignments, priorities, productivity, service quality, and adherence to established procedures. 3. Coordinate and support the evaluation of Maintenance and Custodial Services personnel and ensure that performance expectations, professional development needs, and corrective actions are appropriately addressed. 4. Meet regularly with the Director of Facilities to establish department priorities, assess operational needs, and develop short- and long-term goals, plans, and strategies for facilities operations. 5. Oversee the procurement, inventory, distribution, and tracking of supplies, materials, equipment, tools, and other resources necessary for maintenance, custodial, repair, and rehabilitation activities throughout the Worcester Public Schools. 6. Assist with the development and management of the Facilities Department budget, including identifying operational needs, recommending capital equipment purchases, and developing proposals for facility improvements and infrastructure investments. 7. Inspect, monitor, and approve the work of outside contractors performing repairs, maintenance, construction, renovations, or improvements to school facilities. Ensure that contracted work meets specifications, schedules, quality standards, and applicable requirements. 8. Use data-driven decision-making to analyze work orders, maintenance trends, staffing levels, response times, inventory usage, facility conditions, costs, and other operational metrics to identify priorities, improve service delivery, allocate resources effectively, and support continuous improvement across the district. 9. Coordinate staffing coverage with the Assistant Coordinators of Building & Grounds to maintain appropriate service levels during employee vacations, personal leave, sick leave, vacancies, and other staffing shortages. 10. Maintain and review records related to maintenance, custodial services, work orders, staffing, inventory, inspections, contractors, projects, and other Facilities Department activities. 11. Compile operational data and prepare reports, analyses, schedules, and other documentation for the Director of Facilities and district administration. 12. Respond to facilities-related emergencies and operational issues during evenings, weekends, holidays, and other non-scheduled work hours as required. 13. Participate in the department's emergency preparedness and response activities and assist in coordinating appropriate facilities support during emergencies, severe weather, building system failures, and other critical events. 14. Carry and respond to a district-provided communication device for emergency calls and participate in the rotating on-call system when assigned. 15. Monitor building conditions and identify maintenance, safety, accessibility, energy-management, and facility improvement needs; make recommendations to the Director of Facilities regarding priorities and corrective actions. 16. Promote effective preventive maintenance practices and assist in developing schedules and procedures designed to extend the useful life of buildings, equipment, systems, and grounds. 17. Ensure that maintenance and custodial activities are performed in compliance with applicable federal, state, and local laws and regulations, including occupational health and safety requirements, environmental regulations, building codes, and district policies. 18. Assist with ensuring compliance with collective bargaining agreements, personnel policies, and established procedures governing Facilities Department employees. 19. Perform other job-related duties and responsibilities as assigned by the Director of Facilities or Superintendent/designee. REQUIRED QUALIFICATIONS: 1. Bachelor's degree in Facilities Management, Construction Management, Business Administration, Engineering, Public Administration, or a related field and demonstrated experience in facilities operations, maintenance, construction, or custodial management; OR an equivalent combination of education, training, and at least ten years of progressively responsible facilities-related experience. 2. Demonstrated knowledge of building systems, construction trades, maintenance practices, custodial operations, preventive maintenance, and facility management principles. 3. Demonstrated leadership and supervisory experience, including the ability to assign work, establish priorities, monitor performance, provide feedback, and hold employees accountable. 4. Demonstrated ability to coordinate multiple projects, work assignments, emergencies, contractors, and operational priorities in a complex, multi-site environment. 5. Strong written and verbal communication skills, with the ability to effectively communicate with maintenance and custodial employees, school principals, administrators, contractors, vendors, union representatives, and members of the public. 6. Demonstrated ability to analyze problems, make sound decisions, establish priorities, and resolve operational issues in a timely and effective manner. 7. Demonstrated computer proficiency, including experience with Microsoft Office or comparable productivity software and the ability to utilize electronic work-order, inventory, scheduling, reporting, or facilities-management systems. 8. Ability to read and interpret construction plans, specifications, equipment documentation, contracts, and technical materials. 9. Ability to maintain accurate records, prepare reports, monitor budgets and expenditures, and utilize operational data to support decision-making. 10. Ability and willingness to respond to emergencies and operational needs outside of regular work hours, including evenings and weekends, as required. PREFERRED QUALIFICATIONS 1. Experience managing facilities operations in a public school district, municipal, governmental, higher education, healthcare, or similarly complex multi-site environment. 2. Experience supervising union-represented employees and working with collective bargaining agreements, grievance procedures, labor relations, and contract compliance. 3. Experience managing capital improvement, renovation, construction, and building modernization projects. 4. Knowledge of Massachusetts building, fire, environmental, occupational safety, accessibility, and public-sector requirements applicable to school facilities. 5. Experience with computerized maintenance management systems (CMMS), work-order management platforms, facilities-management software, or related technology. 6. Experience with Integrated Pest Management programs, energy management, preventive maintenance programs, and facility sustainability initiatives. 7. Relevant professional certifications in facilities management, construction management, occupational safety, energy management, or related fields. WORKING CONDITIONS: 1. The position requires regular movement throughout school buildings, grounds, mechanical areas, construction and renovation sites, and other district facilities. The Coordinator may be required to work in varying environmental conditions and respond to urgent facilities issues with limited notice. 2. The position requires flexibility in work hours and participation in an on-call rotation to ensure appropriate Facilities Department response to emergencies and critical operational issues outside of the regular work schedule. 3. The Coordinator must be able to effectively manage competing priorities, work under pressure, and respond appropriately to emergency situations while maintaining a high level of professionalism and sound judgment.
