Job Description

We are currently seeking a Cooperative/International Program Management Analyst to support our Patuxent River, MD customer - the Persistent Maritime Unmanned Aircraft Systems Program (PMA-262).

Functional Description:

Supports the efforts and actions of the Cooperative/International Deputy Co-Lead. With other members of the Cooperation team, and under the direction of the Deputy Co-Lead, assists in analyzing and managing all aspects of FMS casework in accordance with the Arms Export Control Act, the Security Assistance Management Manual (SAMM) and the International Traffic in Arms Regulation (ITAR) as well as applicable DoD Acquisition policy guidance. In support of the above functions.

Duties will include, but are not limited to:
• Coordinate resolution of operational and technical issues or questions posed by potential customers regarding systems integration.
• Support foreign government system operational capability queries. This may include comparing Cooperative/International capabilities with current domestic capabilities.
• Work with domestic personnel to coordinate requirements to allow consolidation with domestic production requirements and realize cost avoidance/savings; coordinate configuration issues to maximize cost savings for training systems, ECP kits, spare improvements, and system upgrades.
• Assist in the preparation of funding documents in accordance with the applicable funding request forms.
• Support organization and preparation of program reviews to access progress and accomplishments
• Assist with updating and delivering various reports, to include the following as a minimum:
• Meeting agendas and minutes and track issues and action items as required.
• Issues and watch items for the Cooperative/International Leadership Team.
• Briefing materials, acquisition documentation and inputs for integration.
• Tracking/Updating financial databases.
• Assist with coordinating any acquisition requirements and actions IAW NAVAIR processes.
• Other duties as assigned

Required Education:

Bachelor's Degree

Allowable substitution:

Associate's Degree plus two (2) years additional work experience performing duties described in the functional description of the labor category may be substituted for a Bachelor's Degree.

OR

Four (4) years additional work experience performing duties described in the functional description of the labor category may be substituted for a Bachelor's Degree.

Required Experience:

Three (3) to ten (10) years of relevant experience and an BA/BS degree in Program Management, Technical, or Business analysis discipline. A Journeyman level person typically performs all functional duties independently.

Desired Experience:
• Ability to perform detailed analysis of Letter of Offer and Acceptance (LOA) documentation requirements and prepare draft Pricing and Availability (P&A) or LOA data packages in the DSAMS in response to formal Letters of Request (LORs).
• These efforts shall include activities from receipt of a potential customer's LOR through case preparation, staffing, and customer acceptance.
• Perform efforts related to processing the LOR to include gathering, developing, and integrating data in preparation of P&A or LOA packages.
• This effort may include drafting fully supported LOA modifications and amendments.
• Upon FMS Case acceptance, capable to perform validation and initial implementation, support the establishment of Military Standard Systems/Defense Logistics Management System (MILS/DLMS) and/or Military Standard Requisitioning & Issue Procedures (MILSTRIP) documents, assignment of new requisitions, development of project directive for the new case(s), processing of purchase requisitions, analysis and participation in acquisition planning for new and/or advanced systems for potential customers.

Must be able to obtain and maintain a Secret security clearance. Due to the sensitivity of customer related requirements, U.S. Citizenship is required.

This position requires in person support.

This position requires occasional CONUS and OCONUS travel.

Compensation at Precise Systems is determined by various factors, including education, experience, skills, competencies, and contract-specific requirements. The salary range for this position is $78,433.26 to $117,649.90 (annualized USD). This range represents the standard pay for this role and is just one component of Precise Systems' total compensation package.
