Full Job Description
We are seeking a COOP SME - Test, Training and Exercise (TT&E) Team Lead to lead the resilience, survivability, and rapid-recovery posture of critical DoW information systems by directing the design, execution, and assessment of Test, Training, and Exercise (TT&E) activities. This Team Lead will validate ISCPs as part of the Implement step of the NIST Risk Management Framework and serve as the primary advisor bridging security compliance (RMF) and operational resilience (Disaster Recovery/COOP). The person in this position will provide team leadership for the ISCP/DR TT&E function onsite at the Pentagon. To be considered, you must reside within a commutable distance and have an active Secret clearance with the ability to upgrade to Top Secret/SCI.

Key Responsibilities:
  • Lead ISCP TT&E program execution across all assigned systems, ensuring compliance with DoW, NIST, and federal continuity standards.
  • Validate contingency plans by testing recovery procedures against system security controls, threat models, and mission dependencies.
  • Maintain ISCPs within the RMF lifecycle, including updates to System Security Plans, Contingency Plans, and POA&Ms, and coordinate with RMF teams on the CP control family.
  • Coordinate and update the DISA J6 DRP for consolidated computer facilities and mission-essential systems.
  • Develop and execute TT&E events - tabletop exercises, functional tests, and full-scale recovery exercises - and evaluate system components such as backups and security controls.
  • Train system personnel on contingency roles, responsibilities, and recovery procedures and conduct realistic simulations to validate continuity plans.
  • Develop, schedule, and execute annual ISCP testing, training, and exercises to meet FISMA requirements.
  • Assess recovery readiness; document gaps, risks, and corrective actions; and map system recovery requirements to MEFs and operational priorities.
  • Advise senior leadership on contingency readiness, risk mitigation, and system survivability, and support DR/COOP program integration.
  • Produce AARs and improvement plans following TT&E events; provide meeting minutes and ITSCM updates.


Minimum Requirements:
  • Working knowledge of SharePoint Online/on-premises administration, including site collections, permissions, and content management.
  • Familiarity with Microsoft Power Platform (Power Automate, Power Apps) and Teams integration.
  • Continuity operations awareness in an IT environment comparable in scope to this order.
  • Effective oral and written communication and the ability to support users and document procedures.


Education and Certification Requirements:
  • Bachelor of Science in Computer Engineering, Computer Information Systems, Telecommunications, or Management Information Systems; or five (5) recent years of documented experience relevant to the position.
  • DoW 8570.01-M / DoW 8140 (IAT/IAM as applicable) certification in place prior to start of the order.


Clearance Requirements:
  • U.S. Citizenship.
  • Secret minimum; Top Secret/SCI as required by portal environment and site access.
