This position provides real-time operational monitoring and technical coordination across RTD’s multimodal transit system, supporting Bus, Light Rail, and Commuter Rail services to ensure safe, efficient, and reliable movement of passengers. This position is supervised by the Assistant Manager, Regional Operations Center (ROC) and plays a critical role in monitoring normal, degraded, and emergency system conditions in a dynamic, safety-sensitive operational environment.

The role is responsible for monitoring transit vehicles, infrastructure systems, and operational technologies across multiple transit modes while coordinating with Operations, Supervisors, Transit System & Support personnel, maintenance teams, and engineering staff to support reliable passenger service. This role performs duties in a safe and efficient manner and in accordance with applicable rules, procedures, and work instructions while maintaining radio, data, and electronic communications with operators, supervisors, maintenance personnel, and engineering teams to support timely and accurate operational coordination.

This position utilizes integrated operational systems including CAD/AVL, SCADA, Transit CCTV, and other control room technologies to monitor fleet health, system performance, and technical conditions affecting transit service. Through these systems, this position detects operational anomalies, reviews system alerts, and monitors vehicles in service to identify potential faults or performance issues. Fault reports are received, recorded, and managed within the Enterprise Asset Management (EAM) system to ensure accurate tracking and coordination of troubleshooting and repair activities.

This position responds immediately to system alarms, equipment faults, service disruptions, or operational incidents by assessing the situation and coordinating with operations staff, field technicians, maintenance personnel, and engineering teams until the issue is resolved. This role assists with troubleshooting efforts, analyzes log entries and system data to support root cause identification, and prepares operational logs and incident reports related to equipment failures or service disruptions.

This position monitors and communicates service impacts to support customer awareness and operational coordination. Responsibilities include issuing service alerts, updating passenger information systems, and coordinating public address announcements related to service disruptions, detours, station or stop closures, construction activities, high-volume events, and travel time delays. This role ensures that operational information is communicated to customers through digital channels, mobile applications, websites, and station messaging systems in clear and easily understood language.

This position also utilizes real-time transit information, CCTV monitoring systems, and other operational tools to observe system conditions, verify reported incidents, and support situational awareness across the transit network. During operational incidents or service disruptions, this position serves as a central coordination point between the ROC, operations staff, maintenance personnel, and engineering teams to support safe and continuous service delivery.

Additional responsibilities include documenting system faults, maintaining operational logs, attending required meetings and training, applying Safety Management System (SMS) principles, supporting the agency’s Public Transportation Agency Safety Plan (PTASP), and promoting safety awareness in all operational activities.

Success in this role requires strong technical awareness, analytical skills, and operational judgment. This position must effectively coordinate across operations, maintenance, and engineering teams, respond to dynamic system conditions, and support high-quality, safe, and reliable multimodal transit service for RTD passengers.

DUTIES & RESPONSIBILITIES:

ESSENTIAL:

  • Monitor and coordinate real-time technical conditions affecting multimodal transit operations, including Bus, Light Rail, and Commuter Rail vehicles, infrastructure systems, maintenance personnel, and engineering teams. Ensure safe, reliable, and customer-focused service while responding to normal, degraded, and emergency operational conditions.

  • Maintain radio, data, SCADA, CAD/AVL, Transit CCTV, and other electronic communications with Operators, Supervisors, Maintenance personnel, technicians, and engineering staff to provide timely information and coordinate responses to technical or operational issues.

  • Use CAD/AVL, SCADA, vehicle monitoring systems, CCTV, and other control room technologies to monitor fleet health, identify equipment faults, analyze system alerts, and support timely troubleshooting and service recovery actions.

  • Receive, record, and manage technical fault reports using the Enterprise Asset Management (EAM) system. Ensure accurate documentation of reported defects, system alarms, and equipment issues while coordinating with maintenance and engineering teams to support timely resolution.

  • Respond immediately to system alarms, equipment failures, service disruptions, and operational incidents. Assess the situation and coordinate with Operations, field technicians, Maintenance, and Engineering personnel until normal service conditions are restored.

  • Act as the central coordination point between the Regional Operations Center, field supervisors, operators, technicians, and engineering teams during equipment failures, infrastructure issues, or service disruptions requiring technical troubleshooting and resolution.

  • Review operational logs, analyze system alerts and diagnostic information, and assist in identifying potential root causes of equipment failures, infrastructure faults, or operational anomalies affecting transit service.

  • Monitor real-time transit conditions including detours, station or stop closures, construction activities, special events, and travel time delays. Communicate service impacts to passengers through digital channels, passenger information systems, and operational communications.

  • Update passenger information systems, service alert platforms, mobile applications, websites, and public address messaging with accurate and timely information regarding service disruptions, operational changes, or system impacts.

  • Apply Safety Management System (SMS) principles and support all aspects of RTD’s Public Transportation Agency Safety Plan (PTASP). Promote safety awareness and ensure compliance with safety procedures to reduce operational risks.

  • Collect and monitor operational and technical data including equipment fault reports, system alerts, incident logs, and operational performance indicators. Identify trends, recurring issues, and potential risks and escalate concerns to the Assistant Manager, ROC as appropriate.

  • Prepare and review operational reports, correspondence, presentations, and other documentation related to technical system performance, equipment failures, incident response, and service disruptions.

  • Collaborate with internal departments including Operations, Maintenance, Engineering, Safety, Customer Care, Information Technology, and Emergency Management to support coordinated responses to technical incidents and service disruptions.

  • Participate in system-wide operational initiatives, task forces, and meetings focused on system reliability, asset performance, incident management, and customer communication improvements.

  • Support the implementation of strategies and initiatives aligned with RTD’s strategic plan, including safety, system reliability, operational performance, customer service excellence, and infrastructure sustainability.

  • Maintain strong relationships across departments and promote effective cross-functional collaboration to ensure safe, reliable, and efficient multimodal transit operations.

  • This position is rated essential and works onsite at the Regional Operations Center. The Regional Operations Center operates 24 hours a day, 7 days a week, and 365 days a year. Shifts will cover varying hours working nights, weekends and holidays

  •  Cross-train in controller functions and responsibilities across all modes (Bus, Commuter Rail, and Light Rail) is required; work in other modes as business needs dictate.

QUALIFICATIONS:

  • Associate’s degree in Electrical, Mechanical, Customer Experience, or Transportation required, or an equivalent combination of education and relevant work experience. Additional technical training in transit systems, asset management systems, control center operations, or engineering support technologies is desirable.

  • A minimum of four (4) years of progressively responsible experience in transit, transportation, engineering support, technical operations, fleet monitoring, or incident management–related operations. Experience must include working directly with internal stakeholders, operations staff, maintenance personnel, and engineering teams while responding to equipment failures, service disruptions, or operational incidents.

  • Experience in Transit System & Support, control center operations, technical dispatching, maintenance coordination, or communications centers in public transit, rail operations, utilities, or similar operational environments. Demonstrated ability to monitor system conditions, coordinate technical responses, and manage dynamic operational situations is required.

  • Experience using CAD/AVL, SCADA, Enterprise Asset Management (EAM) systems, or similar automated monitoring and asset management technologies preferred. Familiarity with vehicle health monitoring systems, Transit CCTV, diagnostic systems, or other operational technologies used to monitor fleet performance and infrastructure systems is a plus.

  • Must have a valid Colorado driver's license with no more than 4 moving violations in the past three 3 years; cannot have a violation of driving under the influence of alcohol and/or drugs within the last 5 years.

KNOWLEDGE, SKILLS and ABILITIES:

  • Working knowledge of multimodal transit operations, real-time service delivery, and centralized control center procedures, including managing normal, degraded, and emergency service conditions across bus and rail operations.

  • Familiarity with control center technologies, including CAD/AVL, data radio, vehicle tracking systems, SCADA, Transit CCTV, and other operational monitoring tools used to observe system performance and detect equipment or infrastructure faults.

  • Knowledge of enterprise asset management and fault reporting systems, including the ability to receive, document, track, and manage technical fault reports while coordinating corrective actions with maintenance and engineering teams.

  • Ability to monitor fleet health and system performance in real time, identify operational or technical anomalies affecting passenger vehicles or infrastructure, and coordinate timely response actions to minimize service disruptions.

  • Strong operational judgment, critical thinking, and problem-solving skills to analyze fault reports, evaluate operational impacts, and coordinate troubleshooting or corrective actions across multiple departments.

  • Skill in coordinating with internal departments and technical teams, including Operations, Vehicle Maintenance, Engineering, Safety, Customer Care, and field technicians to resolve equipment issues and maintain reliable transit service.
