Description Summary Objective
The purpose of this position is to provide strategic leadership and direction for Louisville Metro Government's financial operations, including accounting, financial reporting, and enterprise fiscal management.
This position ensures the integrity, accuracy, and transparency of financial information while aligning Metro's financial resources with its strategic priorities. The Controller leads financial reporting, audit coordination, and internal controls, and oversees key operational and analytical finance functions.
This class works under administrative supervision, developing and implementing programs within organizational policies and reporting major activities to executive leadership through conferences and reports.
Examples of DutiesESSENTIAL FUNCTIONS
The essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.- Provides strategic oversight and approval of Metro's Annual Comprehensive Financial Report (ACFR) and other financial reports prepared by the Financial Reporting team.
- Oversees the General Accounting team responsible for the preparation, compilation, and analysis of financial statements and reports.
- Reviews and interprets financial data and analysis to support executive decision-making, forecasting, and long-range planning.
- Directs the development and delivery of financial reporting and analysis for leadership, OMB, departments, and related agencies.
- Ensures compliance with GAAP, GASB, and all applicable federal, state, and local requirements.
- Provides oversight and approval of accounting transactions, reconciliations, and financial activities to ensure accuracy and compliance.
- Establishes standards and review processes for reconciliation of general ledger accounts including cash, investments, receivables, and debt-related accounts.
- Establishes, maintains, and strengthens internal controls and financial governance practices.
- Reviews and approves tax reporting and related payment requests (including sales tax where applicable).
- Provides strategic oversight of the annual audit process, including review and approval of schedules, workpapers, and audit responses prepared by staff.
- Directs coordination of audit activities across departments, component units, and external stakeholders.
- Responds to audit findings and implements corrective actions and process improvements.
- Collaborates with OMB and leadership to align financial operations with Metro's strategic plan.
- Provides financial leadership and guidance to support budget development, monitoring, and performance management.
- Provides financial insights and recommendations to support policy and operational decisions.
- Supervises, directs, and evaluates assigned staff.
- Coordinates, assigns, and reviews work; establishes priorities; monitors progress; and ensures quality standards.
- Develops staff capabilities through training, coaching, and performance management.
- Fosters a culture of accountability and operational excellence.
- Provides direct oversight of financial reporting, accounting operations, and audit activities.
- Evaluates financial programs, policies, and procedures for effectiveness and recommends improvements.
- Plans, develops, implements, and monitors continuous improvement initiatives across financial operations.
- Leads or coordinates research projects related to OMB, strategic initiatives, and enterprise-wide financial priorities.
- Collaborates with the Business Solutions team to identify, evaluate, and recommend improvements to financial business processes within Workday and related systems to ensure accurate financial reporting and alignment with accounting standards.
- Represents the department with internal stakeholders, agencies, auditors, vendors, and external partners.
- Serves as a financial liaison to resolve complex accounting, policy, and operational issues across departments.
Minimum RequirementsMINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:
- Bachelor's degree in Accounting, Finance, Business Administration, Public Administration, or a related field.
- Five (5) years of progressively responsible experience in accounting, financial reporting, auditing, or financial management, must include at least two (2) years of supervisory or managerial experience.
EQUIVALENCY:
- An equivalent combination of education, training, and experience may be substituted, provided required managerial experience is included.
OTHER MINIMUM REQUIREMENTS:
- Experience with Enterprise financial systems (e.g. Workday or equivalent ERP).
PHYSICAL DEMANDS:
Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.
- Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.
