The Water Pollution Control Bureau (WPCB) of Arlington County's Department of Environmental Services is seeking a Control System Technician to join our team!

The WPCB operates and maintains the County's advanced wastewater treatment facility and Water and Sewer Lift Stations, ensuring compliance with federal, state, and local environmental regulations. The Instrumentation unit is responsible for the installation, maintenance, and repair of the complex industrial instrumentation and control systems that keep continuous wastewater treatment operations running.

The selected candidate will work alongside instrumentation, maintenance, and operations staff to support the control systems and equipment that keep plant and lift station operations running.

This position encompasses multiple levels in a career ladder ranging from Control System Technician I (Trainee) up to Control System Technician II.

Responsibilities

Specific duties include:

• Performing predictive, preventive, and corrective maintenance on instrumentation and control systems using diagnostic tools, historical data, blueprints, factory specifications, and the Computerized Maintenance Management System (CMMS);
• Diagnosing malfunctions in analyzers, transmitters, flow meters, pumps, and related electronic instrumentation by tracing circuitry, isolating faults, and recalibrating controls to restore peak performance;
• Analyzing system failures and operating conditions to determine root cause or potential for breakdown, and determine whether a malfunction originates in the instrument, control logic, wiring, or process condition;
• Evaluating work assignments to determine project scope, set priorities, and identify resource needs; plan and document follow-up activities;
• Coordinating work with operations and maintenance staff, other County agencies, and outside contractors on installation, repair, and system modification projects; and
• Monitoring work and systems to ensure compliance with federal, state, and County codes, regulations, standards, and mandates; maintain accurate records, logs, and equipment documentation.

The ideal candidate will possess the following:

• Methodical troubleshooting skills to utilize on complex equipment as well as using a computer to communicate with various controls which include Logic Controllers and Foundation Fieldbus devices;
• Ability to work independently in a process-driven industrial environment;
• Skills to communicate clearly with operations and maintenance colleagues;
• Desire to continually build their technical skills in instrumentation and control systems;
• Knowledge in the basics of industrial electronics, industrial electricity and electrical codes, process monitoring and control instrumentation, and computer-based control systems; and
• Working knowledge of fluid dynamics, hydraulics, and applicable OSHA and other regulatory requirements.

Qualifications

Minimum Qualifications:

Education: Completion of the requirements for graduation from a standard senior high school or vocational school, a GED certificate, or the equivalent and the ability to complete the County's technical in-house training program.

Experience:

Control System Technician I (Trainee):

• Less than 3 years of experience in an industrial process control environment which includes assisting with the installation, maintenance, troubleshooting, repair and calibration of electronic controls.

Control System Technician I/II:

• Three years of experience in an industrial process control environment which includes assisting with the installation, maintenance, troubleshooting, repair and calibration of electronic controls.

License/Certifications:

All levels: Valid Driver's License

Control Systems Technician Trainee:

• Ability to obtain ISA Certified Control System Technician I (CCST I) certification within 36 months of the date of hire; and
• Ability to obtain Confined Space Entry certification within 12 months of the date of hire.

Control Systems Technician I:

• Possession of ISA CCST I certification; and
• Ability to obtain Confined Space Entry certification within 12 months of the date of hire.

Control Systems Technician II:

• Possession of ISA CCST II certification; and
• Possession of Confined Space Entry certification.

Substitution(s): Additional qualifying technical training/applicable educational coursework may substitute for up to one year of experience.

Desirable Qualifications: Preference may be given to applicants with experience in one or more of the following:

• Calibrating and maintaining process instrumentation such as flow, level, pressure, and temperature transmitters, or chlorine, pH, and turbidity analyzers;
• Working with distributed control systems (DCS), Foundation Fieldbus and Programable Logic Controllers or other computer-based process monitoring and control systems;
• Reading, preparing, or updating schematics, wiring diagrams, and control system documentation; and/or
• Wastewater treatment, water treatment, power generation, manufacturing, or comparable industrial process environment, including military experience.

Special Requirements

Background Check: A pre-employment criminal records check will be conducted. It will include checks of the following: criminal record, driving record, education, professional licensure, and credit history. You will be required to sign a release authorizing the County to obtain your background information.

Driver's License: Applicant must possess, or obtain by time of appointment, a valid driver's license, and must provide or authorize Arlington County to obtain a copy of official driving record. Any offer of employment may be contingent upon favorable review of the applicant's driving record.

Trainee Level: If an employee is hired at the Trainee level, a training period will be established to last no longer than the equivalent of 36 months.

Work Environment: Work is performed indoors and outdoors and includes exposure to moving vehicles and mechanical parts, electrical currents, high heat, chemicals, biohazardous waste, fumes, odors, dust, loud noise, and poor ventilation. Requires extended periods of standing, crouching, stooping, bending, lifting, pushing, pulling, and carrying, and exerting up to 50 pounds of force occasionally. Common protective gear such as safety shoes, glasses, gloves, hearing protection, or hard hats is required.

Additional Information

Work hours: Work hours are 5:30 am to 2:00 pm Monday through Friday; This position is classified as essential, must be available for some overtime, holdover and/or callback in emergency situations, weekends and holidays.

This position may be filled at the Trainee level, or full performance level as a Control Systems Technician I or a Control Systems Technician II. These positions are part of a multi-grade pay band. Employees may earn increases and are eligible to progress through the band after acquiring additional skills, training, certifications, or licenses. Starting salary is commensurate with the qualifications and experience of the candidate selected. The salary ranges for each level are as follows:

• Control System Technician I (Trainee): $67,454.40 - $102,960.00 annually
• Control System Technician I: $73,008.00 - $111,384.00 annually
• Control System Technician II: $78,603.20 - $120,057.60 annually
