Responsibilities

Position
Sacramento Area Sewer District (SacSewer) is currently accepting applications for the Control and Electrical Systems Manager position! Applications will be screened after each of the following filing deadlines:

The Control and Electrical Systems Manager plans, organizes, coordinates, and directs activities involving design, operations and maintenance, analysis, test and inspection of complex control and electrical systems at the Sacramento Area Sewer District. The Control and Electrical Systems (CES) Manager is a management level class and reports to the Treatment Plant Operations and Maintenance Manager II. This position requires the ability to exercise a high degree of independent judgment and highly effective decision-making, communication, and interpersonal skills. The position is responsible for overseeing the CES Group which includes Control Systems Shop, Electrical Systems Shop, and Plant Computer Control Systems Support Team

Duties

The following are the responsibilities of the CES Manager:
  • Direct and provide guidance and strategic direction for the CES group which includes the Control Shop, Electrical Shop, and the PCCS Support Team
  • Develop, review, approve, and implement policies, procedures, business practices, and guidance affecting control and electrical systems at the EchoWater Facility
  • Perform the following managerial functions:
    • Recognize, motivate, support, and mentor employees
    • Recommend training, promote, and support staff's career development
    • Develop staffing plans
    • Evaluates employee performance and take disciplinary actions when appropriate
  • Ensure collaborative effort and coordination with other teams/sections on various engineering studies, design activities, and maintenance standards associated with instrumentation, process control, communication, plant computer control, and electrical systems
  • Prepare and monitor budget, and approves expenditures
  • Review key performance indicators and maintenance information (Maximo), make recommendations as appropriate
  • Develop, conduct, and direct all activities and resources in support of continuity of operations events
  • May also perform one or more of the following functions:
    • Emergency response functions
    • Plan, implement, and monitor special programs or projects
    • Develop and/or implement safety and/or training plans
  • Other duties as assigned

Minimum Qualifications
Either: 1. A bachelor's degree or higher from an accredited college or university in a science related field.
AND

Three years of electrical, control/instrumentation, or related engineering experiences in a wastewater or industrial facility, two of the three years must be at a level comparable or higher than the Associate Engineer, Process Control System Supervisor, Electrical System Supervisor, or Control System Supervisor classifications.

Or: 2. Completion of 60 semester (90quarter) units, from an accredited college or university.
AND

Five years of electrical, control/instrumentation experiences in a wastewater or industrial facility, two years must be at a level comparable or higher than the Associate Engineer, Process Control System Supervisor, Electrical System Supervisor, or Control System Supervisor classifications.

Note: An Electrical & Instrumentation Technology certificate issued by California Water Environment Association (CWEA) Grade4 can substitute for one year of the required experiences. Or a Professional Engineer license issued by the California Board for Professional Engineers, Land Surveyors, and Geologists can be substitute for two years of the required experiences.
