Job SummaryAs a Contracts Supervisor, you will lead a team of professionals responsible for contract management and compliance activities that support critical Human Services programs. Supervises staff and daily operational functions of the Contract Management team and provides support to the Manager. Conducts internal compliance audits of processes and actions. Employment is subject to the terms, conditions, and policies detailed in the Personnel Policies Manual (PPM). This position requires regular in-person presence as an essential job function.
Essential Duties/Responsibilities - Provides supervision and mentorship by conducting team meetings, assigning team duties, and ensuring work is performed in a timely and accurate manner. Motivates employees to achieve peak productivity through regular constructive feedback and performance evaluations; participates in the hiring and disciplinary process.
- Identifies staff development needs and provides training as required.
- Monitors team's invoice approval submissions, tracking sheet accuracy, and overall timeliness of functions. Suggests process improvements for increased efficiency and accuracy.
- Oversees team as they monitor contracted outcomes and address deficiencies with staff and contractors; develops contractor improvement plans as necessary. Evaluates program outcomes and provides various reports and recommendations to leadership.
- In collaboration with Manager, ensures internal processes are documented and periodically reviewed for compliance with established procedure.
- Assists in developing and maintaining a tracking/scheduling system for conducting random and scheduled internal compliance and financial reviews.
- Monitors purchase card spending and reviews for accuracy; verifies items purchased were received by the Department or client.
- Conducts compliance and financial reviews on various flexible funds spending and other funding as required. Conducts compliance reviews and audits on employee mileage reimbursements as necessary.
- Analyzes findings from compliance and financial reviews for financial accuracy and compliance.
- Collaborates on cross-functional teams with leadership, providing reports and guidance for special projects that may involve achieving compliance objectives and grants/grant applications.
- Ensures compliance with appropriate policies, procedures, and regulations by communicating relevant information and responding to compliance questions, concerns, and complaints in a timely manner.
- Serves as primary liaison to the Procurement Division of the Financial Services Department.
- Attends trainings, conferences, and workshops to maintain knowledge and to meet cornerstone requirements.
- Performs other duties as required.
Supervision Exercised: This classification requires supervising and monitoring performance for a regular group of employees or unit(s) including providing input on hiring/disciplinary action and work objectives/ effectiveness, performance evaluations, and realigning work as needed. A first-line or second-line supervisor typically performs these tasks.
Supervision Received: Receives administrative supervision. This classification typically performs job duties and resolves conflict according to their own judgment and initiatives, requesting supervisory assistance only when necessary. Special projects are managed with little oversight, and assignments may be reviewed upon completion. Performance reviewed periodically.
Qualifications Knowledge, Skills & Abilities- Working knowledge of contract management functions and compliance practices and procedures, including Federal Office of Management and Budget circulars. Working knowledge of programs and service delivery systems based on assignment preferred.
- Strong proficiency in mathematics, accounting, language composition, grammar, editing, report writing, and written presentations.
- Ability to understand program review and evaluation methodology and techniques.
- Ability to effectively train, supervise, and objectively evaluate the performance of others.
- Ability to interpret and draw valid conclusions from data. Ability to assess situations and make prudent and appropriate recommendations; ability to apply conflict resolution and problem-solving skills.
- Ability to efficiently plan, schedule, organize, and meet deadlines.
- Ability to establish and maintain effective working relationships with co-workers, other agencies, and the public.
- Ability to provide excellent customer service. Ability to use standard office equipment including computer, fax machine, copier, and telephone. Proficiency in the use of computer software, database applications, State systems, and Microsoft Office to include Word, Excel, PowerPoint, Teams, and Outlook.
- Maintain regular and punctual attendance.
Required Education & Experience- High school diploma or equivalent education.
- Two years of experience monitoring government contracts and grants.
- Associate's degree in a related field may substitute for one year of the required experience.
- Bachelor's degree in a related field may substitute for two years of the required experience.
Preferred Education & Experience- Bachelor's degree in accounting, business, finance, or related field.
- Prior leadership or supervisory experience.
Licenses/Certificates- Must possess and maintain a valid driver's license
Pre-Employment Requirements- Must pass conditional post offer background investigation, motor vehicle record check, and drug screen.
Work Conditions Duties are primarily performed in an office environment and remote work environment dependent on business needs; some travel may be required.
