Full Job Description
Summary: The Contracts Manager will manage prime contract and related subcontract activities to ensure that all requirements and obligations are fulfilled. Tasks include coordinating and submitting proposals with the Business Development team, leading negotiations with the Government and industry partners, and preparing contractual documents. Together with the Project Management Team, proactively anticipates, identifies, analyzes, and informs management of the financial, legal and performance risks that can impact success. Ensures Hatalom continues to manage its internal and external contractual obligations and keep management informed regarding performance under assigned Contracts/Subcontracts. This position typically exercises discretionary and substantial decision-making authority under limited supervision and direction.

Essential Duties and Responsibilities:

  • Review all contractual terms and conditions in contracts and agreements
  • Review contract deliverables to ensure they are compliant and complete
  • Prepare and process contract modifications, change orders, and any engineering change proposal actions
  • Set-up new projects, CLINS, modifications, POP, funding, labor categories and rates in Costpoint accounting system
  • Advise program team of contractual responsibilities and obligations, ensure compliance with company policies and procedures addressing contractual matters, and interpret contract clauses and statement of work requirements
  • Conduct Market Research and price analysis
  • Knowledge of contracting principles, policies and procedures
  • Understanding the requirements outlined in the Federal Acquisition Regulations (FAR) for procuring and/or acquiring services and materials
  • Participate in front-end strategic support of business pursuits, color team reviews, proposal preparation, and submission
  • Knowledge of DCMA and DCAA contracting principles, policies and procedures
  • Conduct contract and subcontract formation and administration activities on a wide range of contracts from initial proposal through performance and including closeout
  • Primary point of contact for prime contract and project personnel and responsible for all contract incoming and outgoing correspondence.
  • Resolve issues regarding contractual performance, including claims, changes, and terminations
  • Conducts proposal preparation, contract negotiation, contract administration, and customer contact activities to provide for proper contract acquisition and fulfillment in accordance with company policies, legal requirements, and customer specifications
  • Coordinate submission and negotiation of contract proposals, including change orders
  • Responsible for project Change Management and coordination of contractual activities; collaborate with Project Manager to develop effective strategies and recommendations to management for resolution of contractual issues
  • Interacts with, confers, briefs, and makes recommendations to Management regarding the progress and impact of potential contract and subcontract-related activities on the project
  • Prepare contract and subcontract reviews and reports on issues
  • Drafts contractual agreements and subcontracts; edit terms and conditions and flow-down requirements to subcontracts based on prime contracts consistent with company Legal and Contract policies
  • Manages project related subcontracts to ensure compliance with terms, including schedule and scope of work
  • Develops subcontract mitigation plans for key subcontracts to ensure program continuity
  • Set-up and ensure completeness of contract and subcontract files
  • Coordinate contract and subcontract requirements with all functional departments to ensure compliance
  • Perform other related duties as directed by the President & CEO
  • Observe all legal/ regulatory compliance requirements and practices for assigned responsibilities
  • Ability to work in a fast pace environment with defined deadlines
  • Remain current on legal/regulatory updates affecting contracts and agreements

EDUCATION, EXPERIENCE & QUALIFICATIONS:

  • Bachelor's Degree and four (4) years of experience preferred; or at least six (6) years of directly related experience
  • Knowledge and understanding of the Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulations (DFAR), Code of Federal Regulations (CFR), and such other governing regulations
  • Knowledge of all contract types, such as FFP, CPFF, CPAF, CPIF, T&M
  • Basic understanding of cost estimating and pricing proposals
  • Ability to understand, prepare, and administer a wide range of contractual documents such as Request for Proposals, Contracts, Modifications, Subcontracts, Letter Agreements, Purchase Orders, Non-Disclosure Agreements, Teaming Agreements, Proprietary Information Agreements, and Memorandum of Understanding
  • Excellent verbal and written communication skills and the ability to communicate effectively and in a constructive and synthetic manner with customers, coworkers, management, and executives
  • Strong problem-solving skills with demonstrated ability to find solutions while working independently
  • Maintain a positive keen attitude and a strong competitive drive
  • Ability to manage complex projects and multi-task
  • Excellent organizational skills and deadline oriented individual
  • Ability to flourish with minimal guidance, be proactive, and handle uncertainty
  • Proficient in MS Word, Excel, Outlook, PowerPoint, and Adobe PDF

  • Ability to obtain and maintain a security clearance
