Project/Unit Description The Information and Communications Laboratory (ICL), Communications Systems and Spectrum Division (CSSD) requires a Contracts Manager with experience in capturing and executing contracts in support of National Security.
The Division's projects fuse advanced digital signal processing (DSP), communications technologies, adaptive algorithms, and AI/ML to develop solutions for systems that include adaptive communications, intelligent wideband spectrum sensing, electronic warfare (EW) systems, and next-generation cellular network technologies. The Division supports research and development efforts across many branches of the Federal Government. The Division focuses on early-stage research from applied research to laboratory and field demonstrations to deployed prototype systems.
The ideal candidate will have experience in Federal Government contracting, as either a contractor or as Government employee. They will have experience working with sponsors to clarify research and deliverable requirements, building costs estimates in collaboration with subject matter experts, developing and managing against program schedules, and conducting risk management and mitigation for complex programs. The ideal candidate will have familiarity with the technology areas of CSSD described above.
Job Purpose Contract Managers oversee a portfolio of research projects and associated external sponsors. Supports all aspects of multiple Task Order level contract vehicles, and supports GTRI PDs in coordinating contracting issues with Research Administration (OSP). Helps keep internal stakeholders informed regarding programmatic issues. They are responsible for coordinating contract or contract vehicle issues with external sponsors and OSP, including the development of future contracts and contract vehicles through interactions with external sponsors. Assist PI's funded on their contract vehicles in monitoring and controlling the work of producing the products, services or results that the project was undertaken to produce. Success is measured by budget compliance, timeliness, and degree of customer satisfaction. They develop trusted relationships with the COR and/or ACOR and sponsors and also serve in an advisory capacity to critical stakeholders regarding the contractual execution of projects. Must meet all compliance and other requlatory requirements throughout a project's life cycle to successfully close out the time-bound project, program or portfolio.
Key Responsibilities - Coordinate multiple lab resources, other project directors, division chiefs and other GTRI or GT support units.
- Provide financial reporting and maintain project schedule for sponsor reporting.
- Complete monthly sponsor reporting requirements.
- Coordinate with sponsor on requirements for establishing new task orders and/or modifying existing task orders that are issued as part of contract vehicles.
- Attends sponsor program reviews, and responsible for review and tracking of project schedules and budgets
- Responsible for operations and administrative tasks on multi-million dollar, complex contract vehicles that may also have multiple subcontractors.
- Coordinate with program development leads, SPS, OSP, and other support units on large proposals
- Comprehensive understanding of PM (operations lead) responsibilities to develop training for lab-level project directors and managers
Additional Responsibilities - Support Principal Investigator in oversight of technical execution to ensure tasking is aligned with project goals
- Identify roadblocks for the technical team and develop solutions to overcome
Required Minimum Qualifications - Experience in Government contracting
- Experience building Performance Work Statements and/or Statements of work to research and development efforts
- Experience overseeing the technical execution of programs to track against program objectives and schedule
- Ability to obtain and maintain a DoD Security Clearance
Preferred Qualifications - Active TS/SCI Clearance
- MBA or Master's Degree in relevant science, engineering, or technology field
