Senior Contracts Management Specialist

$96,050-$173,750/Hour

We are hiring a Senior Contracts Management Specialist in El Segundo, CA, to support complex U.S. Government and defense contracting programs. This on-site role requires an active Top Secret clearance and experience with FAR, DFARS, federal government contracting, proposal development, contract negotiation, and pre-award and post-award contract administration.

Responsibilities:
  • Lead proposal preparation, contract negotiation, and contract administration activities across a portfolio of programs.
  • Interface with U.S. Government customers and business partners throughout the contracting lifecycle.
  • Review proposal requirements, terms, and conditions to identify contractual obligations and evaluate risk.
  • Review Basis of Estimates (BOEs) for accuracy and completeness to support compliant contract acquisition and execution.
  • Ensure contracting activities comply with company policies, legal requirements, customer specifications, FAR, and DFARS requirements.
  • Administer existing contracts, including processing contractual documentation and reports and advising management on contractual rights and obligations.
  • Compile and analyze contract data and maintain accurate historical contract information and records.
  • Support contract execution by facilitating shipment, billing, payment collection, and coordination with the Defense Contract Management Agency (DCMA), as required.
  • Prepare weekly and monthly contract reports and maintain assigned contract documentation.
  • Prepare proprietary information agreements, associate contractor agreements, export licenses/agreements, and contractual memoranda, as required.
  • Interpret FAR requirements for applicable contract types and manage contractual flow-down requirements.
  • Support negotiations for new contracts, modifications, and change orders.


Qualifications:
  • U.S. citizenship required to obtain and maintain the required U.S. Government security clearance.
  • Active U.S. Top Secret Security Clearance; a clearance active within the past 24 months is considered active.
  • Bachelor's degree or higher.
  • 5+ years of contract-related experience.
  • Knowledge of the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS).
  • Knowledge of pre-award and post-award federal government contracting practices, techniques, and standards.
  • Experience with multiple government contract types, including cost-plus, fixed-price, and time-and-materials (T&M) contracts.
  • Experience supporting proposal preparation, contract negotiation, and contract administration.
  • Ability to work full-time on-site in El Segundo, CA.

Preferred Qualifications:
  • Experience performing moderately complex contract administration and supporting competitive proposal development.
  • Experience working with commercial partners in the defense industry.
  • Experience supporting U.S. Government contracts as a prime contractor, preferably for Department of Defense (DoD) programs.
  • Experience with Other Transaction Agreements (OTAs).
  • Experience using CostPoint.
