This opportunity can be worked remote but occasional travel may be required.

SAIC's Contracts & Procurement organization is seeking an experienced and highly adaptable leader to support its Enterprise Contracts, Procurement and Pricing organization. This position will support bid strategy, contract execution, procurement strategy focusing on initiatives that drive growth for the organization.

Position Description:
  • The position will be responsible leading and overseeing high complexity and strategic contracts and procurement that may also include strategic proposal.
  • The candidate will be self-motivated with the ability to influence and guide the team through contractual, legal and complex issues while possessing the following skillset:
    • Client facing and have key role in building trusted relationships with client counterparts, represents organization as a prime contact on contracts or projects.
    • Provide procurement strategy to optimize supplier and subcontractor strategy and management.
    • Provide expertise and consultation commercial and alternative contract pathways
    • Ability to function well in a fast-paced, dynamic work environment.
    • Ability to manage multiple projects and tasks simultaneously.
    • Ability to effectively influence, negotiate, and communicate with internal and external business partners/customers and interact with senior executive leadership of the Business Group.
    • Ability to resolve highly complex issues, develop negotiating strategies and provide creative solutions.
    • Strong interpersonal, written and oral communication skills.
    • Periodic travel to support to other SAIC and customer locations.
    • The manager will report directly to the AFSI BG Business Enablement VP and will be responsible for escalating issues and concerns.


Typical Responsibilities Include:
  • Develop, review and conduct strategic and sensitive oral and written communications with executive level Federal Government and corporate leaders.
  • Review contractual documents and proposals to ensure adherence to company policy, government specifications, and requirements and conformance to master agreements.
  • Lead customer facing discussions and negotiations, demonstrating a strong acumen for customer relationship management in highly complex and classified contract environments.
  • Advise internal customers and management on contractual rights and obligations and provide interpretation of contract terms and conditions.
  • Responsible for compliance with all Government contract requirements, internal policies, and all Federal, State and applicable laws.
  • Work closely with legal, functional counterparts and Sr. Leadership of the company.


Qualifications

  • US Citizenship Required.
  • Bachelors Degree in Business Administration or a related business discipline, or the equivalent combination of education, professional training or work experience, and minimum eighteen (18) years' experience.
  • Active Top Secret Clearance is a plus but not required
  • Experience in leading complex negotiations and leading standup of major contract acquisitions.
  • Experience with developing acquisition strategies for emerging technology (e.g., AI, cloud computing, etc.) including identifying and assessing new technology opportunities, understanding market trends and client landscapes, creating comprehensive acquisition plans, and ensuring alignment with organizational goals and regulatory requirements.
  • The candidate should have a track record of successfully navigating the challenges associated with emerging technologies, such as risk management, rapid innovation cycles and evolving standards.
  • Experience with as-a-service models (e.g., Software-as-a-Service, Infrastructure-as-a-Service, Platform-as-a-Service).
  • Experience with CPFF, CPAF, CPIF, FPI and an extensive background in executing FFP contracts and OTA's.
  • Experience with Part 12, 15 and 16 type acquisitions.
  • Expert knowledge of FAR, DFAR and applicable Agency supplements and Public Laws relating to subcontracting.
  • Excellent oral and written communications and ability to communicate clearly, effectively, and independently with senior management.
  • Experience with CPSR Audit requirements, Price Analysis Techniques, Costpoint Purchasing System, Word Processing and Electronic Spreadsheets.
  • Experience in Supply Chain/Procurement/Purchasing. Background with total program lifecycle and subcontractor performance preferred.
  • Experience with Microsoft Office (Outlook, Word, Excel, and PowerPoint).
  • Expert knowledge of relevant laws, regulations, terms, conditions, and policies governing assigned contracts, including FAR, DFARS,TINA and CAS.
