MDW Associates is seeking a Contractor Program Manager (CPM) to support the National Geospatial-Intelligence Agency (NGA) in the Fort Belvoir-Springfield, VA area. The CPM will serve as the primary point of contact (POC) for the IMUA Program Office and provides overall leadership and oversight of contract performance. The CPM will be responsible for managing program execution, financial reporting, schedules, personnel, training, security deliverables, and contract modifications while maintaining effective communication with the Contracting Officer's Representative (COR) and Government Program Manager (PM). The CPM also monitors program risks, develops mitigation strategies, and maintains subject matter expertise in relevant NGA programs and activities to ensure successful contract execution.
This is a hybrid position requiring some on-site presence.
The Contractor Program Manager may perform a combination of some or all of the following duties:
- Prepare and deliver required financial, staffing, performance, and program status reports in accordance with contract requirements.
- Coordinate regularly with Government program managers, the Contracting Officer's Representative (COR), and other stakeholders to provide program updates, financial status, performance metrics, and risk assessments.
- Develop, maintain, and execute the Program Management Plan (PMP), including strategies for staffing, retention, risk management, financial oversight, schedules, training, security deliverables, and contract modifications.
- Develop, implement, and maintain a Quality Control Plan (QCP) that ensures high-quality performance, effective personnel management, proactive issue resolution, and continuous process improvement.
- Plan and manage contract transition activities, including contract start-up and close-out, to ensure seamless transfer of responsibilities with minimal mission disruption.
- Ensure all contractor personnel complete required non-disclosure agreements (NDAs) and maintain compliance with contract security and documentation requirements.
- Prepare, submit, and update all contract deliverables in approved formats, incorporating Government feedback and ensuring compliance with contract and CDRL requirements.
Required Experience/Skills:- Experience managing Government contracts, including financial oversight, staffing, reporting, and contract deliverables.
- Demonstrated ability to prepare and present financial, program status, staffing, and performance reports in accordance with contract and CDRL requirements.
- Experience developing and implementing Program Management Plans (PMPs) and Quality Control Plans (QCPs), including risk management, quality assurance, personnel oversight, and process improvement.
- Experience managing projects within the DoW/IC and a Project Management Professional certification or comparable certification.
- Strong knowledge of contract financial management, including budget execution, burn rate analysis, and Estimated Cost at Completion (EAC) reporting.
- Proven ability to coordinate effectively with Government stakeholders, including Program Managers (PMs), Contracting Officer's Representatives (CORs), and Contracting Officers (COs).
- Experience planning and executing contract transitions while ensuring continuity of operations and compliance with security and documentation requirements, including NDAs.
- Proficiency with Microsoft Office and Adobe Acrobat for preparing reports, presentations, and contract documentation.
Desired Experience/Skills:- Excellent communication, organizational, and problem-solving skills, with experience supporting DoD, Intelligence Community, or other Federal Government programs.
Education Requirement(s):- Master's degree in a Business-related field and seven (7) years of Program Management experience or a bachelor's degree in a Business-related field and ten (10) years of Program Management experience.
Security Requirement(s):- Candidates for this position must possess an active Top-Secret Security Clearance and be eligible for favorable NGA adjudication for SCI access
