Brief Description of DutiesThe incumbent performs generalized duties and responsibilities required for contracting goods and services by formal advertisement and negotiation for the University of the District of Columbia.
Essential Duties and Responsibilities- Performs pre-award and post-award activities for specialized procurement actions.
- Serves as advisor to program officials in procurement planning meetings. Advises program officials of the procurement objectives to be used and assists in the preparation of statements of work. Prepares determinations and findings and solicitation documents. Performs analysis of all elements of cost in contractor proposals and makes competitive range determinations. Conducts pre-proposal conferences with prospective contractors to arrive at a clear understanding of what is required under the proposed contract. Issues necessary amendments to clarify questions concerning such topics as: specification changes, language ambiguities, or clarification of contract clauses.
- Develops procurement objectives and plans for goods and services in terms of competition and price range; constructs the contractual vehicle including use of pricing arrangements, subcontracting policy, and similar considerations; prepares and maintains current acquisition plans, appropriate milestone charts and related schedules.
- Serve as lead negotiator. Plans the negotiation strategy, coordinates strategy with negotiation teams, and leads the negotiations which are conducted with contractors to develop the contract, prices, and terms. Awards the contract.
- Explores new and innovative contracting approaches to arrive at an equitable contract arrangement. Plans and implements contractual strategies, including overall goals and methods to achieve them. Identifies the level and type of services to be provided, specific groups or individuals to be contacted, acceptable results, and alternative courses of action. Establishes a pre-negotiation position, determines the types of contracts and negotiation authority to be used, and prepares justifications.
- Analyzes and reviews the procurement process to ensure that proper procedures are followed and recommends changes in the process which will improve procurement activities.
- Recommends and drafts notice of termination for a contract when a contractor has defaulted.
- Performs contract administration in collaboration with stakeholders. Prepares rate and cost adjustments, redirection of efforts, coordination of time extensions, issues modifications, develops changes orders, drafts stop work orders, and issues cure notices or show cause letters.
- Ability to work with autonomy on assignments and use initiative and seasoned judgment in arriving at sound conclusions and recommendations.
- Knowledge of applicable Federal and D.C. government laws.
- Performs other related duties as assigned.
Minimum Job Requirements- Bachelor's degree in a related field is preferred.
- Three to four years of related experience is required.

Residency Preference: A person applying for a position who is a bona fide District resident at the time of application for the position, may be awarded a 10-point residency preference over non-District applicants, unless the person declines the preference points. If selected, the person shall be required to present no less than 8 proofs of bona fide District residency on or before the effective date of the appointment and maintain such residency for 7 consecutive years from the effective date of the appointment. Failure to maintain bona fide District residency for the 7-year period will result in forfeiture of employment.
