Brief Job Description:

The Manager II reports directly to the HSCS Regional Business Manager. This position manages daily contract operations and activities of HSCS Regional Contract team. Reviews the execution and administration of various contracts including Interlocals, Interagency, MOU/MOAs, Affiliation Agreements by defining requirements/statement of work, developing and monitoring contracts for assigned Regional Business Unit Facilities. Serves as lead technical advisor in the Region in CAPPS Financials procurement/contracts/requisitions and SCOR users.

This position has a working knowledge of the HHSC rules and HSCS facility policies and procedures, demonstrates the ability to communicate clearly both orally and in writing and provides training as needed to other employees. Completion of job duties requires work under general supervision, with limited latitude for the use of initiative and independent judgment and provides excellent customer service to all customers, co-workers and supervisory staff.

Essential Job Functions (EJFs):

Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

Manages the daily operations and activities of the contract management staff in the Health and Specialty Care System (HSCS) Regional Business office by setting and communicating performance measures to ensure performance and output goals are met. Directs and accesses the evaluation and performance of staff. (40%)

Works with designated facility staff, management, and the HSCS Business Management office to provide technical assistance on program specific requirements for facility level contracts, amendments and renewals including contract management of executed contracts and/or purchase orders. Ensures contract specialists' duties meet established policies, procedures and deadlines. (30%)

Provides contract data as requested by HHSC or the Business Management office to meet required, requested or established deadlines. Ensures data integrity of contracts for the region by monitoring contract activity in CAPPS Financial and SCOR. (20%)

Performs related work as assigned professionally, accurately, competently and on a timely basis. Attends and participates in all mandatory training in order to meet HHS and HSCS Facilities requirements, certification requirements and to maintain job competence. (10%)

Knowledge, Skills and Abilities (KSAs):

Knowledge and experience in local, state, and federal laws related to Procurement and Contract Management (HHSC, Comptroller, DOJ Settlement Agreement for SSLCs, Jt Commission requirements for State Hospitals), to write and edit contract requirements and specifications; to communicate effectively; and to negotiate features of a contract.

Ability to evaluate contracts and procurement information to develop contracts, to prepare reports, and to communicate effectively. Skill in operating a computer and applicable software applications used by HHSC. Ability to plan, assign, train and supervise the work of others.

Requires a Certified Texas Contract Manager (CTCM) certification and must meet the CEUs required to maintain certification.

Registrations, Licensure Requirements or Certifications:

Current Certified Texas Contract Manager (CTCM) certification required or the ability to obtain CTCM certification within 12 months of hire and maintain certification.

Initial Screening Criteria:

Experience as a supervisor or a team lead in a procurement or contract management environment.

Experience related to contract administration and procurement rules, policies and procedures.

Graduation from an accredited four-year college or university with major coursework in accounting, finance, or a related field is generally preferred. Experience and education may be substituted for one another.

Additional Information:

Flexibility in work hours may be required for this position. The position may be required to work overtime and/or extended hours.

Compliance with HHSC immunization policy and state hospital operating procedures related to immunizations is required. According to the Centers for Disease Control and Prevention, healthcare workers are considered to be at significant risk for acquiring or transmitting hepatitis B, measles, mumps, rubella, varicella (chicken pox), tetanus, diphtheria, pertussis (whooping cough), and influenza. All these diseases are vaccine preventable. As a result, state hospital policy requires employees be vaccinated according to their level of contact with individuals. In the event you choose to not be immunized for the influenza virus, you may be required to wear a mask and take other protective measures.
