Overview:

Contract Manager - Grants Management Lifecycle Support

Performance Excellence Partners (PEP) is seeking an experienced Contract Manager to lead a federal grants management support contract providing mission-critical grants lifecycle services to the U.S. Department of Labor (DOL), Employment and Training Administration (ETA), Office of Grants Management (OGM). The contract supports OGM's administration of grants for ETA as well as the U.S. Department of Education's Office of Postsecondary Education (OPE) and Office of Elementary and Secondary Education (OESE). The successful candidate will be responsible for day-to-day management of contract operations, oversight of grant lifecycle support personnel, quality assurance, client relations, staffing, performance management, and successful execution of all contract requirements. The Contract Manager will serve as the primary point of contact to the Government and will ensure that all work is performed in accordance with federal regulations, agency policies, and contract performance standards.

The Contract Manager will organize, direct, and coordinate all contract support activities; supervise grants management and support personnel; oversee staffing and recruitment activities; monitor contract performance; ensure timely completion of deliverables; implement quality control procedures; and provide strategic guidance to the project team. This position requires strong leadership skills and the ability to manage multidisciplinary teams in a fast-paced federal environment while maintaining exceptional customer service and responsiveness to government stakeholders.

The ideal candidate will possess extensive experience supporting the full federal grants lifecycle, including pre-award, award, post-award administration, grant modifications, financial and programmatic monitoring, audit resolution, data validation, grants compliance, and grant closeout activities. The successful candidate should demonstrate a thorough understanding of federal grants management processes, federal financial assistance regulations, performance reporting requirements, audit resolution procedures, and grants administration systems such as GrantSolutions or similar federal grant management platforms. Experience supporting Department of Labor, Department of Education, or other federal grant-making agencies is highly desirable.

Minimum Qualifications
The successful candidate must possess a bachelor's degree from an accredited college or university and a minimum of three (3) years of experience managing complex multidisciplinary teams supporting federal programs, grants, contracts, or technical assistance efforts. Candidates must demonstrate experience organizing, directing, and coordinating staff across multiple functional areas and must possess exceptional written and verbal communication skills. Must have experience serving as a Program Manager, Project Manager, Contract Manager, Division Chief, Grants Officer, Grants Specialist, Federal Project Officer, or similar leadership role within a federal grants environment.

Preferred Qualifications
Preference will be given to candidates with federal grants management experience supporting DOL, ETA, OGM, Department of Education, HHS, DOJ, or other federal grant-making organizations. Candidates should possess demonstrated expertise in federal grants administration, grant application review, grant awards, grant modifications, monitoring, financial management, internal controls, audit resolution, corrective action planning, grants compliance, and closeout procedures. Experience working with federal grants systems, performance reporting systems, financial reporting requirements, data validation efforts, and federal assistance regulations is highly desirable. Prior supervisory experience managing grants management specialists, program analysts, financial analysts, or compliance staff is preferred.

Candidates with prior experience supporting the U.S. Department of Labor Employment and Training Administration (ETA), Office of Grants Management (OGM), Office of Workforce Investment (OWI), Veterans Employment and Training Service (VETS), or other federal grants management organizations are strongly encouraged to apply.

Work Location Requirements
This position requires the Contract Manager to perform work primarily on-site at locations designated by the U.S. Department of Labor, Employment and Training Administration (ETA). The Contract Manager must be available to support operations at DOL Headquarters in Washington, DC, and/or may be required to work at or travel to one or more of ETA's six regional offices. Telework may only be authorized under limited circumstances and in accordance with contract requirements.
