#2463 - Contract Management Specialist 3

Manage a contract management or contract procurement team to oversee the administration of a wide variety of contracts and contract related activities. Supervise Contract Management Specialists 2 in the review of complicated contracts and purchases, Requests for Proposals, Invitation for Bids, Sole/Single Source Procurements and other related financial documents. Illustrative duties might include: direct staff and oversee the submission of procurement documents to the States control agencies for final review and approval; oversee the development and maintenance of systems to monitor all contracts for compliance with contract terms and conditions, federal and state laws, rules, regulations, and payment criteria; resolve the more complex and difficult complaints and conflicts regarding contract execution, development, amendments, and fiscal cost reports; develop and implement training programs on procurement procedures and guidelines; and oversee the analysis, goal setting activities, and utilization tracking of Minority and Women-Owned Business Enterprise (MWBE) and Service-Disabled Veteran-Owned Business (SDVOB) goals.

Under the guidance and direction of Bureau management, the Contract Management Specialist 3 will ensure procurements and agency resources are managed in accordance with agency priorities and applicable laws, regulations, and policies.

Minimum Qualifications:

To be appointed to this position, you must:

Be currently reachable on the appropriate eligible list for this title or eligible to transfer to this title under Section 70.1 or 52.6 of the Civil Service Law.

Transfer:

For 70.1 or 52.6 transfer to a Contract Management Specialist 3, salary grade (SG)-27, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to an SG-25 or above.

Preferred Qualifications/Knowledge, Skills and Abilities:

  • Knowledge of New York State Finance Law and Procurement Council Guidelines.
  • Three to five years of State procurement experience, including acting as project lead for large complex procurements for services.
  • Prior supervisory experience or working knowledge of supervisory practices.
  • Ability to work well with supervisors, peers, and subordinates.
  • Excellent oral and written communication skills.
  • Ability to manage competing priorities and meet deadlines
  • Strong working knowledge of SFS.
  • Skilled in Microsoft Word, Excel, and Access.
  • Demonstrates a positive commitment to the goals of the organization.
  • Constructively manages interpersonal relationships
  • Ability to develop consensus among parties with varying perspectives.
  • Ability to offer alternative approaches and foster discussions of pros and cons on these alternatives.

Telecommuting

The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency's mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee's primary residence location, duties and work performance are aligned with telecommuting they may be allowed to do so. Upon approval to telecommute, OSC employees may telecommute up to 5 days per pay period.
