  • Administer assigned contracts, monitor progress, and provide financial and technical updates to management.

This role will support an infrastructure and transportation program under a collaborative partnership. Team members will be an important part of a multidisciplinary environment focused on delivering innovative, sustainable, and long-term mobility solutions to enhance connectivity and support regional growth. The program offers the opportunity to work alongside industry-leading professionals on one of the most significant transportation infrastructure initiatives currently in development

Job Summary:

Manages and performs all activities associated with formation, tendering, award and administration of moderately complex contract packages for the project. Performs tasks as assigned, including bidder prequalification, bidder lists preparation, bid solicitation, bid analysis, negotiation and execution of contracts, administration and close-out with accountability for work product to project milestones, quality and safety standards. #LI-VB1

Major Responsibilities:

  • Undertakes market engagement, informing and aligning project strategies based on market feedback
  • Forms Request for Tender (RFT) packages.
  • Issues bid request packages to approved bidders, prepares Evaluation Criteria for input and approval by Project Team.
  • Arranges Tenderer' questions and answers to those questions (RFI's) and arrange responses to Tenderers.
  • Receives Tenders and manages the commercial evaluations.
  • Ensures technical evaluations meet project and company requirements.
  • Prepares Commercial Bid Summary and Overall Recommendation to Award subject Contract.
  • Prepares contract documents.
  • Prepares and maintains control and status reporting documents.
  • Prepares and organizes tenderer meetings/workshops, such as bid clarification and pre-award meetings, for the purpose of ensuring complete understanding and agreement between stakeholders on all contractual matters.
  • Administers assigned contracts maintaining a continual review of progress and providing management with information regarding projected financial or technical difficulties.
  • Coordinates with designated staff on operational activities affecting contractual rights and obligations, contract performance, contract administration and other major matters.
  • Administers moderately complex contract changes by negotiating with contractor and customer personnel and obtaining settlement.
  • Leads in the resolution of contractual discussions of moderate complexity.
  • Ensures mutual understanding of contract terms and conditions. Supports preparation of periodic status reports for management.


Education and Experience Requirements:

  • Requires bachelor's degree (or international equivalent) and 10-13 years of relevant experience or 14-17 years of relevant work experience.


Required Knowledge and Skills:

  • Experience and courses in pricing, contract law, contract drafting, administration and negotiation of change orders, effective correspondence, planning and scheduling.
  • Thorough knowledge of contract formation and administration.
  • Extensive knowledge of contract management and negotiations gained through education or experience.
  • Knowledge of when to engage legal counsel.
  • Working knowledge of engineering/construction industry contracting practices, applicable government and commercial regulations and practices, and Bechtel policies, procedures and work practices.
  • Skill in working and informing effectively, both orally and in writing, with other project functional groups and stakeholders across all levels.
