CEMS Supervisor is responsible for leading environmental compliance programs with a primary focus on Continuous Emissions Monitoring Systems (CEMS) and air regulatory requirements. This role ensures the facility maintains compliance with all applicable local, state, and federal environmental regulations while minimizing risk and supporting safe, reliable plant operations.
General James M. Gavin Power Plant is a 2,600-megawatt supercritical coal-fired power station in the village of Cheshire, Ohio, United States. It is majority owned by Energy Capital Partners and a minor stake is held by Javelin Global Commodities.
Essential Duties and Responsibilities- Ensure facility compliance with all applicable environmental regulations, minimizing risk of penalties, violations, or legal exposure (including local, state, and federal requirements).
- Lead the development, implementation, and continuous improvement of environmental policies, procedures, and compliance programs.
- Coordinate and fulfill Title V air permit requirements.
- Manage and oversee the Continuous Emissions Monitoring Systems (CEMS) Quality Assurance/Quality Control (QA/QC) program.
- Prepare and submit required quarterly, semi-annual, and annual air emissions reports.
- Maintain proactive communication with stakeholders to ensure awareness of regulatory changes and impacts.
- Provide regulatory leadership and direction to plant personnel to ensure daily compliance with permits and environmental requirements.
- Support budget development and cost management related to environmental compliance programs.
- Interpret and apply evolving environmental laws, regulations, and permit requirements to support proactive compliance strategies.
- Plan and conduct internal audits to verify adherence to regulatory requirements and identify improvement opportunities.
- Serve as the primary interface with regulatory agencies, including inspections, data requests, permitting actions, and compliance reporting.
- Collaborate cross-functionally with operations, maintenance, engineering, and leadership teams to support safe and compliant plant performance.
- Participate in incident investigations, root cause analysis, and implementation of corrective actions.
- Promote and support a strong safety culture through coaching and collaboration.
- Manage third-party contractors and vendors supporting environmental compliance functions.
- Perform additional duties as assigned.
Requirements- Bachelor's degree in environmental science, engineering, or a related field (or equivalent experience).
- Minimum of 2 years of experience in environmental or regulatory compliance, preferably within the power generation or heavy industrial sector.
- Strong technical knowledge of electrical, mechanical, control, pneumatic, and hydraulic systems in large industrial environments.
- Proven ability to troubleshoot complex systems, including high-voltage electrical and control systems.
- Working knowledge of Electrostatic Precipitator (ESP) systems, including T/R sets, rappers, controllers, and performance optimization.
- Hands-on experience with CEMS, including analyzers, calibration, QA/QC processes, and data validation.
- Ability to read and interpret technical documentation, including schematics, P&IDs, ladder logic, and one-line diagrams.
- Experience analyzing system performance data (e.g., emissions, opacity, voltage/current profiles) to diagnose and improve operations.
- Familiarity with Distributed Control Systems (DCS), PLCs, and HMI interfaces.
- Strong proficiency with Microsoft Office tools and data analysis/reporting.
- Ability to work independently and produce clear, concise technical documentation and reports.
- Excellent communication skills, with the ability to convey technical concepts across all organizational levels.
- Strong organizational and teamwork skills; ability to contribute to cross-functional initiatives.
- Capable of working under pressure, including during outages and emergent conditions.
- Demonstrated problem-solving ability with strong attention to detail.
- Physical ability to perform job duties, including lifting up to 50 lbs and working in industrial environments.
- Ability to work at heights exceeding 500 feet.
- Must be able to obtain a TWIC (Transportation Worker Identification Credential).
- Willingness to travel up to 10% as needed.
