Full Job Description

We are looking for a  Contingent Workforce Manager, to join our team in one of today’s most exciting technologies.  This role will report to Talent Acquisition Leader and based in Fremont, CA.  This is a fully on-site, in office role 5 days a week

You’ll lead the Manufacturing recruiting organization while setting the bar for manufacturing hiring excellence, consistency, and predictability. This role is equal to parts strategist, operator, and executive advisor—designed for a leader who thrives in complex, fastmoving environments where technology, data, and innovation intersect. This is not about filling roles. It’s about building a hiring engine that fuels the future of Manufacturing at Bloom.

Key Responsibilities

  • Manage the full-cycle recruiting process for hourly contingent roles—from sourcing through offer for rapid, continuous hiring.
  • Drive efficient pipelines, reduce time-to-fill, and maintain a steady flow of qualified candidates to meet fluctuating staffing requirements.
  • Own end to end contingent worker hiring for manufacturing partnering closely with staffing agencies
  • Drive adoption of unified hiring models, structured interviews, and consistent assessment standards that raise quality, fairness, and confidence at scale.
  • Drive continuous improvement across interview readiness, reschedules, funnel quality, reporting accuracy, and hiring speed.
  • Design and operationalize repeatable mechanisms—capacity planning,  pipeline management, hiring velocity
  • Establish and uphold clear KPIs across time to fill, funnel health, readiness, and quality.
  • Oversee onsite staffing vendors or RPO/MSP partners, ensuring service levels, quality, and speed of hiring.

Salary Ranges:$121,400.00 - $174,600.00
