Overview

We are seeking an accomplished Program Manager to lead a large, multi-disciplinary enterprise support program for a national security customer. You will be the single accountable leader for all contractor and subcontractor personnel across a broad portfolio of functions, including program and portfolio management, contracts and financial support, logistics, planning and policy, strategic communications, security operations, human resources support, and legal support.

In this role you hold the authority to make decisions and commit the company, serve as the primary point of contact for customer leadership, and drive quality, efficiency, and measurable performance on a fixed-price services contract.

What You'll Do
  • Program Leadership & Oversight: Provide management, direction, administration, quality control, and leadership to all program personnel, including subcontractors, across multiple functional task areas.
  • Customer Engagement & Decision Authority: Serve as the primary interface with customer leadership and the contracting representative; respond to issues, concerns, and comments with authority to commit the company; proactively alert the customer to contractual, programmatic, and resource limitations.
  • Program Management Plan: Develop and maintain the Program Management Plan, including management approach, standard operating procedures for all tasks, milestones, communications approach, and a current organizational chart.
  • Risk Management: Establish and maintain a comprehensive risk management plan covering risk identification, assessment, prioritization, mitigation, recovery planning, tracking, and escalation; issue timely problem notification reports.
  • Performance Reporting & Governance: Lead the program kickoff, deliver monthly status reports and monthly technical status reviews, and track schedule execution, milestones, deliverables, and service-level performance thresholds.
  • Staffing & Workforce Stability: Determine and manage manpower requirements across a diverse set of labor categories; lead recruiting, retention, and backfill so that vacancies are filled quickly, turnover remains at or below 10%, and personnel qualification records remain current.
  • Financial & Contract Performance Monitoring: Monitor contract financial and operational performance using key performance indicators; assist the customer with financial and business processes while avoiding inherently governmental functions.
  • Quality Control: Own the quality control program, including monitoring performance, preventing and correcting defects, and ensuring deliverables meet acceptance standards.
  • Transition Management: Execute transition-in to full operational capability within 30 days of award and maintain a current transition-out plan.
  • Compliance & Accountability: Ensure accountability for customer-furnished property, completion of required training, proper contractor identification, and adherence to non-personal services requirements.


Who You Are (Required Qualifications)
  • Program Management Credential: Active Project Management Professional (PMP) certification.
  • Proven Program Leadership: Demonstrated success managing projects and programs of similar size and complexity (multi-functional, 30+ personnel) within the last ten years.
  • Manpower Management: Within the last five years, effectively determined and managed manpower requirements for programs of comparable scope, spanning a diverse range of technical skills and labor categories.
  • Financial & Performance Monitoring: Within the last five years, proven experience in comprehensive financial and performance monitoring of contracts, using key performance metrics to ensure compliance and optimal outcomes.
  • Executive Communicator: Ability to brief senior leaders clearly, build trust, and resolve issues decisively.

Preferred Skills
  • Experience managing fixed-price services contracts and subcontractor teams.
  • Experience supporting cyber, intelligence, digital forensics, or other national security organizations.
  • Experience supporting multiple customer directorates or business units under a single contract.
  • Familiarity with quality management systems (e.g., ISO 9001) and process improvement methods (Lean/Six Sigma).
  • Proficiency with MS Project, dashboards, and performance reporting tools.

Required Education + Experience
  • Education: Bachelor's degree preferred (additional relevant experience may be considered in lieu of degree).
  • Experience: Proven experience within the last five years in the comprehensive financial and performance monitoring of contracts, utilizing key performance metrics to ensure compliance and optimal outcomes. Within the last 5 years, effectively determined and managed manpower requirements for projects of comparable scope, encompassing a diverse range of technical skills and labor categories
  • Certification: PMP certification required.
  • Clearance: Active TS/SCI clearance preferred; must be TS/SCI eligible.

GENERAL PROGRAM REQUIREMENTS:
  • Citizenship: Must be a U.S. Citizen.
  • Work Hours: Full-time, Monday through Friday, core business hours of 8:00 AM - 5:00 PM ET (40 hours/week).


  • Work Location: On-site at the customer facility in Central Maryland. Telework is situational and must be pre-approved by the customer.
  • Travel: Occasional local and CONUS travel may be required to support meetings, events, and engagements.
