Construction Surveillance Technician (CST)(Fort Meade)

Job Description

Kwaan Tech, a subsidiary of Cape Fox Facilities Services, is seeking an experienced Construction Surveillance Technician (CST) to support a new opportunity. Responsibilities include monitoring the activities of all unclear construction workers and personnel on the Secure Construction Site, as well as the following.
  1. Maintain access control to the construction area.
  2. Execute random inspections of materials, people and equipment. Formal report should be shared with the Site Security Manager (SSM) and Facility Security Officer (FSO) immediately.
  3. At the conclusion of each workday, provide a daily report to the government which documents all construction activities occurring that day to include activities such as but not limited to: Construction Material Deliveries, Installation of frames, Heating-Ventilation-Air Conditioning (HVAC), acoustical countermeasures, and drywall layers, walls painted above and below false floor/ceiling, all penetrations, man bar installation, security systems/equipment installation etc. Details shall include date, time, location, work being performed, and accompanying photos as required for certification documentation IAW Navy/DoD governing regulations.
  4. Should be familiar with the CSP and be knowledgeable of security procedures outlined within. This includes a basic understanding of construction drawings, diagrams, maps, and associated attachments.
  5. Document all security violations, daily construction activities, and any anomalies or variances in finished construction work. Use only GFE-captured photos to document project progress and identify any structural discrepancies.
  6. Ensure that procedures to control site access are implemented and/or coordinated with the SSM/FSO. This includes strict visitor control which additionally includes visitor control logs and escorts accountability.
  7. Implement procedures to deny unauthorized site access and/or coordinate with the FSO.
  8. Conduct security inspections of construction materials finished and unfinished construction work, personnel, and personal items such as bags, lunch boxes, and associated items on Government locations. Coordinate with the FSO for policies and procedures on the commercial site and document as required. All materials inspections will be documented in the daily report of the day the inspection was performed.
  9. Identify and document anomalies and variances in finished construction work against the official project construction plans. Details shall include date and time of discovery, description of anomaly, location, and accompanying photos.
  10. Ensure all documents and produced materials are properly secured when not in use and at the close of the day of duty.
  11. Carrying out opening and closing procedures of the Secure Construction Site secure space each day as directed by the SSO, AO, or SSM on government locations. Commercial sites have their own documented processes for site opening and closing procedures. Attend project progress meetings and provide input concerning project activities and security.

Job Requirements

  1. Must have a current TOP SECRET with SCI eligibility.
  2. CST support must have at least five (5) years of construction experience. Security experience may supplement up to two (2) years of construction experience if the security experience is directly related to DoD SCIF construction or physical security.
  3. CST must be familiar with the sixteen (16) standard divisions of construction.
  4. CST must hold a valid certificate for ICD-705 Construction Surveillance Technician for most recent ICD/ICS-705. To include a valid DOD/DIA approved Construction Surveillance Technician Course. CST shall provide copies of certification.
  5. Must be able to stand, sit, bend, walk, kneel and do other related physical activities for long periods of time.
  6. Must have a solid understanding of the ICD/ICS-705 (version 26 July 2021) as demonstrated by experience gained from working on multiple ICD-705 projects.

The total hourly pay for this non-exempt position ($49.09 per hour for up to 40 hours per week) is comprised of a base hourly rate of $44.00 plus $5.09 per hour Health & Welfare (H&W) for up to 40 hours per week as required by the Service Contract Labor Standards (SCLS) regulations.

The above rate represents the company's good faith and reasonable estimate of possible compensation at the time of posting.
