Construction SurveillanceTechnician will support and perform administrative operations for the site, including maintaining security documentation, coordinating subcontractor scheduling and invoicing, and preparing reports for government and prime contractor stakeholders, while serving as the primary point of contact for on-site administrative tasks.
Duties and Responsibilities / Essential Functions- Conduct continuous surveillance of the construction site to verify adherence to security protocols and construction standards.
- Monitor and control access to the site, permitting entry only to authorized personnel.
- Verify that all construction activities comply with approved plans, specifications, and security requirements.
- Identify and promptly report any security breaches, safety violations, or instances of non-compliance to the appropriate authorities.
- Perform patrols of interior and exterior areas to detect, deter, and report suspicious activity.
- Review and interpret architectural drawings and design documentation.
- Identify structural complexities, alterations, or anomalies that could indicate concealed vulnerabilities or activities inconsistent with approved plans.
- Maintain detailed logs and records of daily activities, incidents, and observations.
- Coordinate with construction managers, security personnel, and other stakeholders to resolve security or compliance issues effectively.
- Perform regular inspections to confirm that all work meets required quality and security standards.
- Assist site personnel with administrative tasks, compile and maintain records of site activities, and prepare and submit reports to U.S. Government agencies and contractors in compliance with documentation standards and deadlines.
- Manage, organize, scan, copy, sort, and securely maintain physical and digital security documentation and files in support of the Site Security and Safety Manager, ensuring confidentiality, accuracy, and regulatory compliance.
- Process and track visit requests, greet and brief visitors, and coordinate access to the site while ensuring all activities comply with established security protocols.
- Manage office supplies, handle incoming and outgoing mail and calls, coordinate office and conference space, and oversee subcontractor scheduling to support efficient site operations and project milestones.
- Provide regular updates and reports to project managers and other stakeholders on construction progress and any identified issues.
- Ensure all activities are performed safely and in full accordance with established safety protocols.

Skills / Specifications- Knowledge of security protocols and best practices in a federal secure construction environment.
- In-depth knowledge of secure compartmented information facility (SCIF) construction surveillance and security compliance and understanding the varying security levels applicable to different areas of the facility during construction or renovation.
- Ability to read and understand construction drawings and specifications.
- Deep understanding of construction operations, including site preparation, foundation and structural work, utility installation, MEP systems, interior build-out, material staging, and secure area construction activities.
- Ability to manage and protect sensitive or classified information while ensuring full compliance with applicable security requirements.
- Business administration skills, including planning, coordination, and management.
- Strong verbal and written communication skills, capable of conveying information and concepts effectively.
- Exemplary time management skills.
- Proficiency in Microsoft Office 365.
Supervisory ResponsibilityThis position does not require the supervision of direct reports.
Work EnvironmentThis job operates in construction environments, inside and outside, in all weather conditions, and in professional offices. The employee must routinely use tools of the construction trades and standard office equipment.
Physical DemandsWhile performing the duties of this position, the employee is regularly required to twist, turn, bend, lift, kneel, climb, and stand. Regular lifting up to 75 lbs. may occur.
Position Type / Expect Hours of WorkThis is a full-time position located in the Northern Territory of Australia. Must be willing and available to relocate for an assignment of up to 24 months. Typical hours are 40+ hours per week. Weekends and holidays may be required.
TravelNo travel is required other than to and from the construction site in the Northern Territory of Australia.
Required Education and Experience- Bachelor's or Associate's degree in business administration, management, or related field or experience equivalent.
- 3+ years of relevant experience in a construction environment.
- Current SE631 training certification required.
- Prior experience supporting DoD or Intelligence Community construction projects.
Work Authorization / Security Clearance- Must have and maintain Top Secret federal security clearance with eligibility for SCI.
- Must be authorized to work in the U.S. and Australia.
- Must be able to pass federal contract OCONUS deployment requirements published by the US Government from time to time.
- Must successfully pass pre-employment (post offer) background check.
- Must successfully pass pre-employment (post offer) drug test and motor vehicle record review.
- Must possess a valid driver's license.
