Job Summary
This is a World Headquarters positon. Candidate will need to be within a commutable distance to our Overland Park, KS office.
The Construction Operations Support Manager provides operational support to assigned BVCI/OCI Presidents in the areas of proposal and pre-construction coordination, training enablement, licensing and compliance stewardship, cost control, strategic communications, field/craft experience improvement, and special project assistance. The position partners with a large variety of business segments and functions including Construction Operations, Finance, Estimating, Communications, HR, Legal, and project/field leadership to strengthen entity project execution, attract and retain a next-generation workforce, and build functional capabilities.

Key Responsibilities
Office Operations & Field Readiness • Provide support to BVCI/OCI field offices and WHQ as applicable. • Facilitate regular staff meetings and communicate BV/entity updates, expectations, and priorities. • Assess Field Office Manager and support staff readiness prior to deployment and coordinate additional training as needed.
Proposal, Pre-Construction & Special Projects • Lead proposal and pre-construction coordination with business segments, Pre-Construction, and Estimating. • Manage SMEs and the SME program. • Coordinate inputs, assumptions, execution considerations, and operational risks for competitive, executable proposals. • Lead special projects assigned by the entity president.
Licensing & Compliance Stewardship • Lead construction licensing and compliance efforts across applicable jurisdictions. • Ensure licensing, registration, and credential requirements are identified, tracked, maintained, and auditable. • Partner with Legal, HR, Safety, and project leadership to mitigate compliance risk. • Establish standard processes and accountability for licensing and compliance activities.
Performance, Reporting & Analytics • Track and interpret performance metrics related to workforce experience, compliance, training, and operational effectiveness. • Use insights to support decisions, prioritize initiatives, and improve performance. • Support executive and operational reporting.
Training, Workforce Development & Union Support • Develop supplemental training supporting BV orientation, construction training, and BVCI/OCI requirements. • Focus training on union requirements, business expectations, field office processes, and project readiness. • Support craft retention, mentorship, engagement, and Learning Lab improvements.
Craft Experience, Engagement & Enablement • Enhance craft employee onboarding, development, mentorship, engagement, and retention. • Identify gaps in tools, communications, training, and workforce support. • Support mentorship, engagement, and recognition programs. • Track initiative adoption and provide leadership insights.
Cost Control & Budget Support • Partner with Finance to develop and monitor budgets. • Use historical data and business plans to support cost control and forecasting. • Improve financial visibility and accountability across support functions.
Branding, Communications & Digital Presence • Oversee branding, marketing materials, and operational communications. • Partner with Communications and Operations to promote BVCI/OCI achievements and culture. • Support leaders with standardized messaging and communication tools. • Manage digital presence to support recruiting and employer branding. • Develop LinkedIn content strategies and monitor engagement metrics.
Preferred Qualifications
• Experience with multi-state contractor licensing, registrations, or similar jurisdictional compliance programs.
• Experience supporting craft/trade training programs, apprenticeship pathways, or Learning Lab operations.
• Familiarity with employer branding and social media content planning (including LinkedIn) and performance tracking.
• Working knowledge of reporting/visualization tools (e.g., Power BI) and SharePoint/Teams site administration.
• Change management experience driving adoption across multiple regions/teams.
• Experience developing communication plans, playbooks, or toolkits for field-deployed communications.
Minimum Qualifications
• 12 years' experience in construction management, operations, pre-construction, or relevant field.
• Experience supporting construction operations, workforce programs, and/or field enablement in a multi-site environment.
• Experience coordinating and managing licensing, credentialing, or regulatory compliance processes or equilvalent documentation-intensive programs.
• Demonstrated ability to develop communications, presentations, and operational resources for diverse audiences.
• Familiarity with brand/marketing collaboration and managing content through review/approval workflows.
• Comfort with basic analytics and reporting (tracking progress, adoption, engagement, and outcomes).
• Proficiency with common productivity and collaboration tools (Microsoft 365) and ability to learn new systems quickly.

Physical Demands:
• Lift and carry heavy items weighing up to 50 pounds.
• Stand, Kneel, Bend, Stoop, Move, and Walk long distances in and around confined, cluttered places, and uneven areas.
