Full Job Description
Harpy Technologies is seeking a dynamic, proactive, and self-starting Construction Program Manager to join our team. This position is responsible for providing programmatic oversight of a project throughout its lifecycle, and taking an active role in all aspects of the process from award to close out. They will manage projects within company and PMO established goals for quality, safety, timeliness, budget, and profitability. The Construction Project Manager will report to the President/General Manager.

Compensation for this position ranges from $120,000 - $162,000 and is based on geographical location, qualifications, and experience..

Responsibilities.
  • Manage project scope including change management and delivery strategies.
  • Establish milestones/schedules and monitor progress as needed.
  • Review, label, and approve all job costs for payment by project or program.
  • Ensure financial information accuracy between program-level and subproject reporting.
  • Coordinate the activities of project team members at multiple locations and serve as a liaison for the President/General Manager, site Superintendents, vendors, and subcontractors.
  • Serves as a Subject Matter Expert for the construction fields of Superintendent, Site Safety & Health Officer, and Quality Control Manager.
  • Communicate regularly with client, stakeholders, and management regarding key issues that may impact project completion, budget, or other results.
  • Conduct cost variance analysis and schedule against baseline values.
  • Assist in coordinating staffing needs for projects including equipment requests, timekeeping setup, and onboarding.
  • Recommend and execute corrective actions to handle project compliance.
  • Support project estimation, proposal development, and business development activities.
  • Travel is required.

Requirements
  • Bachelor's degree in engineering, project management, construction management, or equivalent experience.
  • Experience managing multiple complex projects simultaneously with high degrees of variation.
  • Strong analytical and organizational skills, persistence, and innovative thinking.
  • Demonstrated project management abilities including scope, timelines, cost, and coordination with vendors/ teams.
  • Ability to communicate effectively to a broad audience of varying levels of technical understanding.
  • Knowledge of modern construction management and project management tools and software.
  • Thorough understanding of construction administration processes, including contracts, budgets, construction documents, change orders, schedules, RFIs, submittals, and material procurement.
  • Ability to identify potential problems and prior to them becoming a larger issue.
  • Understanding of forecast planning and budgeting.
  • Excellent speaking, writing, and verbal communication skills.
  • Proficiency with Microsoft Office (Outlook, Word, PowerPoint, especially Excel).
  • Current or ability to obtain a Department of Defense (DoD) SECRET clearance.
  • Must be able to pass criminal background check prior to employment.

Desired
  • 10+ years experience in Project Management on construction job sites
  • 3+ years experience as Superintendent on construction job sites
  • 3+ years experience as Site Safety & Health Officer on construction job sites
  • 3+ years experience as Quality Control Manager on construction job sites
  • Experience working with National Institute of Health (NIH)
  • Current Certified Health Care Constructor (CHC) Certification from the American Society for Health Care Engineering (ASHE)
  • Current USACE Construction Quality Management (CQM) certification
