Full Job Description
Position Summary

The Construction Planner is responsible for the development and execution planning of assigned EPC project scopes during the pre-construction and early execution phases of the project lifecycle. This position works closely with Engineering, Procurement, Project Management, Construction Management, Contracts, and Client teams to develop complete and executable construction work packages that support safe, efficient, on-time, and on-budget project execution.

The Construction Planner serves as the bridge between engineering, procurement, contracting, and construction by ensuring scopes of work are properly defined, work packages are constructible, interfaces are identified and managed, procurement strategies align with execution requirements, and construction sequencing is optimized prior to field mobilization.

This position is ultimately responsible for ensuring assigned scopes of work are fully planned, properly packaged, competitively sourced, and ready for successful field execution.

Essential Duties and Responsibilities

  • Promote a culture of safety by ensuring constructability, execution planning, and work packaging activities incorporate safe construction practices and methodologies.
  • Develop construction execution plans and work package strategies for assigned project scopes in coordination with Engineering, Procurement, Contracts, and Construction Management teams.
  • Lead the development of construction work packages that clearly define scope boundaries, interfaces, deliverables, assumptions, exclusions, execution requirements, and acceptance criteria.
  • Develop scopes of work and scopes of supply for subcontracted construction activities, equipment installation, specialty contractors, temporary facilities, and supporting services.
  • Collaborate with Engineering teams to ensure design deliverables support efficient construction execution, material procurement, and work package development.
  • Lead constructability reviews and identify opportunities to improve safety, productivity, quality, schedule performance, and overall project execution.
  • Develop and optimize construction sequencing strategies, installation methodologies, access requirements, crane utilization plans, logistics plans, temporary facilities plans, and workface planning approaches.
  • Coordinate with Procurement and Contracts teams to support bid package development, contractor prequalification, bid evaluations, scope clarifications, and subcontract awards.
  • Ensure all construction work packages contain complete engineering information, material requirements, labor assumptions, equipment requirements, temporary works requirements, execution methodologies, and quality requirements prior to release for execution.
  • Identify scope gaps, overlaps, interface risks, and execution constraints between engineering disciplines, suppliers, contractors, client-provided scopes, and other project stakeholders.
  • Support development of project-specific construction execution strategies, packaging plans, contracting strategies, and site logistics plans.
  • Participate in engineering design reviews and project development reviews to ensure constructability and execution readiness are incorporated throughout project development.
  • Develop and maintain construction readiness metrics and track engineering completion, procurement status, subcontract awards, material availability, and work package readiness milestones.
  • Collaborate with Project Controls and Construction teams to ensure execution plans support project milestones, critical path activities, and overall project objectives.
  • Support estimate development by validating construction approaches, labor assumptions, productivity factors, subcontracting strategies, equipment requirements, and temporary facilities requirements.
  • Support field execution teams by assisting with scope clarifications, work package revisions, sequencing adjustments, and execution planning challenges as required.
  • Work under the direction of the Vice President of Construction Management and assigned Project Manager and communicate planning risks, execution concerns, scope gaps, and readiness issues in a timely manner.
  • The ability to work overtime including weekends if required, and regular, punctual attendance is required.
  • Locations include, Little Rock, Alabama, & traveling

Qualifications

Minimum of 10 years of experience in industrial construction, EPC project execution, construction management, project engineering, field engineering, work packaging, or construction planning within the Metals, Oil & Gas, Chemical, Power, Manufacturing, or Heavy Industrial sectors.

Strong understanding of engineering deliverables, procurement processes, subcontracting strategies, construction means and methods, work packaging, constructability reviews, construction sequencing, and field execution requirements.

Must possess proficient oral and written communication skills. Must be proficient in Microsoft Word, Excel, PowerPoint, and construction management software platforms. Experience developing scopes of work, bid packages, construction work packages, execution plans, constructability reviews, and subcontractor scopes is strongly preferred.

Physical Demands

Some overtime required to meet deadlines. Must be able to lift at least 25 pounds occasionally. Requires extended periods of sitting and computer work. Position may require temporary travel to project sites, engineering offices, fabrication facilities, and client locations. All of the physical demands listed are essential functions.
