Full Job Description
Key Responsibilities
  • Lead permitting and regulatory approvals across the project lifecycle.
  • Serve as the primary interface with AHJs, building and fire officials, planning/zoning departments, utilities, and local agencies.
  • Maintain the permit matrix, approval schedule, and key regulatory milestones.
  • Coordinate permit submissions with architects, engineers, contractors, consultants, and project leadership.
  • Manage agency comments, technical responses, and approval issues through resolution.
  • Identify permitting or stakeholder risks that could impact the project schedule or critical path.
  • Build and maintain relationships with local government, regulatory agencies, utilities, and community stakeholders.
  • Support local communications and community engagement as needed.
  • Track permits, approvals, agency correspondence, commitments, and outstanding actions.
  • Coordinate closely with project management, design, construction, EHS, quality, and commissioning teams.


Qualifications
  • 5+ years of experience in construction permitting, capital projects, entitlements, land/site development, municipal engineering, or regulatory approvals.
  • Demonstrated experience working directly with AHJs, municipalities, utilities, and local regulatory agencies.
  • Strong understanding of construction permitting and local approval processes.
  • Experience coordinating permitting for complex construction or capital projects.
  • Strong communication, stakeholder management, and issue-resolution skills.
  • Ability to manage multiple permits, deadlines, and regulatory stakeholders concurrently.
  • Bachelor's degree in Engineering, Construction Management, Architecture, Planning, or a related field preferred; equivalent relevant experience considered.


Preferred Experience
  • Strong construction or capital project experience within the local market.
  • Existing knowledge of local AHJs, permitting processes, municipal agencies, and utilities.
  • Established local relationships with government, construction, engineering, or development stakeholders.
  • Experience with large-scale commercial, industrial, manufacturing, infrastructure, mission-critical, or other complex projects.
  • Experience with an owner, developer, EPC, general contractor, engineering firm, or program/construction management firm.


Local construction and permitting experience is more important than experience within any specific industry sector.

The salary range for this full-time role is $115,700.00-$161,966.69 per year. Ranges are determined based on the position, geography, client and industry experience and level, and represent a good faith effort to provide a fair and equitable salary. This range reflects base salary only, and not the total compensation package. Cumming Group reserves the right to pay more or less than the posted range, depending on a candidate's experience, skills, and qualifications, including client requirements.
