Summary
The Operations Manager will be responsible for assisting with the daily functions of Facilities Management including managing Tarrant County Carpenter Shop projects and operations. This consists of team operations efficiently and within budget, controlling the costs, facilitating productivity and quality, planning project scope of work, preparing budgets for each project, and making recommendations for materials.
Supervisory Responsibilities:

Supervises one or more employees in Facilities Management. Responsible for the overall direction, coordination, and evaluation of these employee(s). Carries out supervisory responsibilities in accordance with the county's policies and applicable laws. Responsibilities include interviewing, hiring, and training employee(s); planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Essential Duties and Responsibilities

  • Directs and coordinates construction and renovation operations of multiple downtown and/or suburban buildings.
  • Creates strategic asset management plans.
  • Develops and monitors annual operating budgets.
  • Advises building personnel on current trends and code requirements to ensure compliance of safety and health codes.
  • Evaluates and recommends materials for construction projects and ensures timely procurement and proper inventory control.to the Assistant Director.
  • Leads development of project scope, specifications, timelines, procurement, and sequencing for construction and renovation projects.
  • Performs on-site inspections to verify quality, accuracy, and compliance with project specifications and standards.
  • Plans and coordinates renovations with the Sheriff's Department and ensures building systems meet Texas Commission on Jail Standards requirements
  • Coordinates contractor and trade involvement in projects, including scheduling, site access, progress monitoring, and quality assurance.
  • Oversees project close-out activities, including final inspections, punch-list completion, documentation, and turnover of finished work.
  • Develops and assigns human resources to buildings / projects.
  • Coaches on personnel and employee relations issues.
  • Develops and directs the education needs of employees
  • Coordinates with Building Services Operations Managers and Building Managers for scope and scheduling of projects within County facilities.
  • Performs all other related duties involved in the operation of Facilities Management as assigned or required

Knowledge, Skills, & Abilities:
  • Excellent customer service and communication skills, both verbal and written.
  • Ability to work in a fast-paced environment.
  • Must be able to stay organized and know how to prioritize the workload.
  • Ability to work independently and as part of a team.
  • Competency with computers and Microsoft Office 365 Suite.
  • Advanced analytical skills.
  • Must demonstrate knowledge and understanding of construction operations.
  • Must be able to manage multiple sites simultaneously.
  • Must have experience in developing and managing budgets.

Minimum Requirements
  • Associate's degree or equivalent experience.
  • Five (5) years in commercial building construction with at least three (3) of those years in a management role.

Preferred Requirements:

  • Experience working with high rise building construction and/or multiple sites preferred.

While performing the duties of this position, the incumbent may be required to bend, hear, keyboard, sit, stand, talk, work alone and with others, and work overtime. Must be able to lift up to 25lbs.
