Construction Manager

Department: Operations

Reporting To: Todd Nelson

Compensation: $90,000 - $120,000 / year

Description

The Construction Manager / Operations Program Manager (OPM) is responsible for the overall planning, execution, client management, and operational oversight of construction projects. This role serves as the primary liaison between clients, internal teams, subcontractors, and municipalities, ensuring projects are delivered safely, on schedule, within scope, and in alignment with company and client expectations.

The OPM provides strategic leadership, operational direction, and accountability across multiple concurrent projects.

Key Responsibilities

1. Client & Stakeholder Management
  • Serve as the primary point of contact for clients.
  • Lead new client onboarding meetings and facilitate introductions with internal teams and key stakeholders (city, county, utilities, etc.).
  • Provide regular project status updates (daily/weekly as required).
  • Conduct routine coordination meetings with clients, management, production teams, and cross-functional departments.
  • Maintain strong working relationships with municipalities, utility providers, subcontractors, and community partners.
  • Support business growth by expanding client and subcontractor networks.

2. Project Planning & Execution
  • Oversee all phases of project lifecycle from preconstruction through closeout.
  • Review project maps, permits, easements, and related documentation to confirm scope readiness.
  • Evaluate field-identified redesign needs and confirm client approval before execution.
  • Assign projects to Coordinators (CCs), foremen, and crews based on skillset and workload.
  • Develop structured execution plans to meet job-specific milestones and production goals.
  • Monitor daily activities to ensure alignment with schedules and deliverables.
  • Identify risks early and implement contingency plans to prevent delays.

3. Field Operations & Quality Control
  • Conduct regular site visits to ensure work aligns with plans, specifications, and quality standards.
  • Provide field support to resolve technical challenges and operational concerns.
  • Coordinate splicing, testing, inspections, and integration activities.
  • Ensure all required documentation (redlines, photos, test results, submittals) is complete and accurate.
  • Oversee project closeout and confirm all deliverables are approved prior to client submission.

4. Team Leadership & Accountability
  • Lead and manage Coordinators, construction teams, and subcontractors.
  • Hold team members accountable to safety, quality, productivity, and company standards.
  • Review daily task assignments and production reporting.
  • Coach and mentor staff; identify areas for performance improvement.
  • Interview and participate in hiring of new employees and subcontractors.
  • Promote company values, integrity, and a culture of operational excellence.

5. Safety & Compliance
  • Ensure all work complies with OSHA standards, construction codes, permits, and client specifications.
  • Review permits for completeness and construction readiness.
  • Oversee traffic control planning and daily/weekly traffic control needs.
  • Investigate damage claims and determine appropriate resolution (approval/denial of repairs or payment).

6. Resource & Materials Management
  • Allocate labor and equipment resources across multiple active projects.
  • Monitor material inventory and warehouse levels to ensure uninterrupted production.
  • Manage subcontractor coordination and ensure timely submittals.

7. Financial & Administrative Oversight
  • Approve per diems, invoices, and change orders (COPs).
  • Manage and approve GPM entries and production updates.
  • Approve project scope changes within internal systems.
  • Support accurate project cost tracking and financial accountability.

8. Strategic & Operational Improvement
  • Identify operational inefficiencies and implement improvements.
  • Evaluate market conditions and project performance trends.
  • Contribute to company growth initiatives and long-term planning.

Authority & Accountability
The OPM has decision-making authority related to:
  • Crew and project assignments
  • Operational adjustments
  • Field-level scope modifications (with client approval when required)
  • Financial approvals within assigned authority limits
  • Subcontractor performance management


Skills, Knowledge and Expertise
  • 5-10 years of overall Telecommunications Experience;
  • At least 3 years of experience as Program Manager/Project Manager/Operations Manager;
  • Strong knowledge of project budget management, scheduling, and tracking;
  • Ability to put together strategies to promote company goals and objectives to outside organizations.
  • A valid, unrestricted Driver's License;
  • Ability to lift around 50 pounds, safely climb ladders, and work in extreme weather;
  • Ability to read and understand maps, drawings, and diagrams for fiber construction;
  • Ability to travel to different job sites within the assigned market.
