Full Job Description
JOB FUNCTIONS AND KEY RESPONSIBILITIES:
  • Embody integrity, accountability, initiative, and respect in all correspondence and tasks performed
  • Responsible for safe, compliant, and efficient scoping & execution of midstream construction projects, including gas plants, pipelines, well connects, compressor/pump/measurement stations
  • Collaborate with commercial, operations, ES&H, and engineering personnel to leverage Producer data to develop project scope, schedules, and cost estimates.
  • Initiate and participate in Management of Change (MOC)/Post-Startup Safety Review (PSSR) processes
  • Coordinate ROW acquisition and survey efforts in conjunction with land and environmental group.
  • Schedule and coordinate multi-disciplinary construction efforts outside of the normal scope of work as needed to ensure project success.
  • Coordinate contractor bid process, selection, and contracting in conjunction with Project Manager, legal and procurement departments.
  • Coordinate material selections, bids, orders, and deliveries in conjunction with Project Manager, supply chain and engineering
  • Engage and coordinate with other project stakeholders - including measurement, SCADA/automation, and electrical engineering - to ensure all project aspects are completed satisfactorily and per the original scope.
  • Manage project civil, structural, mechanical, controls, and electrical construction in accordance with project schedule and budget.
  • Provide supervision over Company inspectors, contractors, and other field personnel
  • Conduct project meetings, typically in-person, as required on projects with Company employees, consultants, inspectors, and contractors to coordinate construction activity and resolve project problems.
  • When not acting as the Project Manager, works cooperatively with Project Manager to assure that projects are executed in accordance with approved budgets and schedules
  • Assure that construction activities - including compaction/concrete break testing, welder qualification, nondestructive examination, jeeping & coating, pressure testing, torquing, etc. - comply with local, state, federal, tribal, and Company regulations, policies, and procedures.
  • Review invoices to assure accuracy of tabulations, accuracy of completion percentage, and recommend approval or disapproval.
  • As-built construction drawings and compile pipeline construction records into GIS using trimble.
  • Complete construction forms and perform inspection activities on various pipeline and facility projects.
  • Complete all tasks required to close out project and organize project post-job reviews. Ensure job documentation is complete and submitted to the Company in accordance policies and procedures.
  • Maintain & continue to build a working knowledge of codes, standards, regulations, and best practices applicable to the midstream industry (including API, ASME B31.3/4/8 and VIII, DOT 192/5, NFPA, etc.)
  • Communicate effectively and professionally with internal and external team members (including safety, environmental, operations, engineering, commercial, land/ROW, 3rd party contractors, etc.)
  • Proactively seek opportunities to learn and develop and to find solutions for maximizing value to the business unit
  • Develops a strong service provider-oriented relationship with various stakeholders at Targa, including operations, engineering, and commercial.
  • Continuously review assets to enhance safety, mechanical reliability, operational flexibility, and capacity
  • Engages electrical engineering, SCADA, and other pertinent Company subject matter experts to scope project's power/controls scope; supports project I&E execution, including bidding, contractor oversight, quality assurance, safety, and commissioning.
  • Accomplishes all items required to close out project and organizes project post-job reviews ("look-backs"). Ensures that job documentation is complete, retained, and submitted to the Company in accordance policies and procedures.


MINIMUM ESSENTIAL QUALIFICATIONS:
  • 5+ years of experience in project scoping, costing, and management in gas gathering and processing industry or related field
  • High school diploma or equivalent
  • Valid driver license and safe driving record
  • Knowledge of general construction practices employed in oil & gas operations including pipelines, measurement, compressor stations, and processing facilities.
  • Competent skills and knowledge of the codes, standards, and regulations applicable to construction activities
  • Proficient in Microsoft Office applications, including Outlook, Word, Teams, and Excel
  • Ability to read and interpret engineering documents including but not limited to Piping & Instrumentation diagrams, Process Flow diagrams, Heat Material Balance, Isometric drawings, Electrical one-lines, Electrical load list, etc.
  • General knowledge of both Mechanical and Electrical equipment
  • Ability to work with Navisworks 3D models (view only)
  • General knowledge of different types of manual valves and instrumentation
  • CWI Preferred
  • Ability to interface effectively with all levels within the company as well as organizations outside the company
  • Strong interpersonal and communication skills
  • Ability and willingness to travel
  • Regular and reliable attendance


PHYSICAL DEMANDS & WORK ENVIRONMENT:
  • Ability to lift, push, and pull 50 pounds
  • Ability to work in changing climate conditions and a plant environment
  • Ability to work in close quarters: i.e., work while kneeling, squatting, sitting, climbing, and standing
  • Follow and adhere to all applicable Personal Protective Equipment (PPE) guidelines (ex: eye protection, footwear, hard hat, FRC)
  • The employee is frequently required to stand; walk; use hands to handle or feel; and reach with hands and arms.
