About the Role:

The Construction Manager is responsible for providing construction management oversight and contract administration for Virginia Department of Transportation (VDOT) projects, including Local Administration Program (LAP) projects administered by local governments. This role ensures projects are delivered in accordance with VDOT standards, contract requirements, and applicable regulations while providing guidance to localities throughout the construction process - from project initiation through final closeout.

What You'll Do:
  • Provide construction management oversight of VDOT and LAP projects, including field reviews and inspections at frequencies established by the Owner.
  • Monitor construction activities to ensure compliance with project plans, specifications, contract requirements, safety standards, and applicable regulations.
  • Attend and participate in preconstruction meetings, progress meetings, project coordination meetings, and other meetings as assigned.
  • Review and evaluate change orders to determine contractor entitlement, verify that proposed changes are within project scope, coordinate concerns with the Owner, and provide recommendations regarding approval or denial.
  • Review contractor claims, evaluate supporting documentation, and provide recommendations to the Owner for resolution.
  • Coordinate project issues between VDOT and local governments on LAP projects to facilitate timely resolution of construction concerns.
  • Provide guidance to localities regarding Local Administration Program (LAP) procedures, policies, and compliance with the LAP Manual.
  • Communicate effectively with project stakeholders, including VDOT personnel, local government representatives, contractors, consultants, utility companies, and regulatory agencies.
  • Prepare technical reports, inspection documentation, correspondence, and other project records.

What Is Required:
  • Minimum of ten (10) years of experience managing highway construction projects.
  • Bachelor's degree in Civil Engineering or a related engineering discipline from an ABET-accredited university may substitute for five (5) years of the required experience.
  • Certified Construction Manager (CCM) or Construction Manager-in-Training (CMIT) certification required.
  • Must have knowledge of: Highway, roadway, bridge, and traffic engineering construction methods, procedures, practices, plans, specifications, and contract administration.
  • Salary Range: $85,000 - $115,000
