The OpportunityBlack & Veatch's has an exciting role serving as our Construction Management Practice Leader in the Southern California region. As our Southern California Construction Management Practice Leader you will be able to provide CM Solutions through regulated utilities and government agencies.
The Construction Management Practice Leader role is a prominent leadership position that works across our Southern California Operations, National Program Management/Construction Management Solutions Group, and our National Construction Operations. This position requires a construction management professional that is a self-starter with excellent communication skills (oral, written), business acumen, and exceptional inter-personal skills.
Our Construction Management Team has an extensive resume of current project to leverage, including marque projects in water treatment facilities, dams, tunnels, and water conveyance systems. This role includes expanding our Southern California region presence, wining new work, driving industry leading CM project performance, and leading and building a best-in-market Construction Management practice.
A key measure of success will be the volume of new business with consistent annual growth.
Other key objectives for this position are:
- Lead and support Capture in collaboration with BV Client Directors of CM Projects in the region, including but not limited to pre-selling BV COM services, client engagement and brown bag presentations, proposal/bid development, and Orals presentations.
- Provide construction management practice leadership, construction management and technical support to our Client and Construction Management teams on active contracts.
- Mentoring and Expanding our construction management resources in the region.
- Strengthening our earned revenue and profitability on construction management projects.
- Coordination with Construction Operations Leaders nationally on construction management staffing and execution doctrines.
- Support national leadership in expanding the construction management tools and resources needed to provide exceptional service to our clients, and bring forth personal experiences and lessons learned to enhance our service offering and execution.
Key Responsibilities- Strengthen the brand of a Black & Veatch service offering for 3rd Party Construction Management in Southern California regions by maintaining visibility in external market with clients and teaming partners.
- Serve as an internal champion for Construction Management with local Southern California offices leadership including Execution Executives, Client Directors, and Project Managers.
- With other Business Leaders, support the development of Construction Management based on thought leadership and innovation that addresses Project and Program drivers based on anticipated client needs.
- Build strong client relationships with both internal and external clients.
- Lead or support early Construction Management opportunity identification, development of pursuit and capture plans, strategy development, and pre-positioning. Build effective relationships with teaming partners.
- Identify gaps and suggest improvements to the current tools and processes employed.
- Identify and develop resources that support the execution of Construction Management. Target hires into the business who can be mentored and developed into the next generation of key Construction Management support resources.
- Serve in the project role of: Project Director, Program Manager, or Construction Manager on major projects to support pursuits and the execution of project/program contracts, as required.
To promote alignment with our Corporate Initiatives, the following outlines your responsibilities within this framework:Clients- Assist with development of and implementation of the Business Plans and Client Capture Plans.
- Provide marketing and business development leadership through identification and evaluation of opportunities and pursuits, teaming, and development of pursuit strategies in collaboration with Client Directors.
- Lead and support proposals and projects execution.
- Support participation in professional society activities such as CMAA, AWWA, WEF, ASCE with technical advice to participants and provision of papers presentations, etc.
- Be visible in the construction industry and promote various Communities of Practice, including Program Management, Asset Management and Planning, Treatment facilities, Water conveyance systems, Dams, Tunnels, etc.
- Assume the role of Project Director and Project Manager with assigned clients, pursuits, projects, and other specific instances as required.
People- Be the Champion for recruiting professionals and understand departmental hiring plans. Specifically, play a leadership role in developing a region hiring plan, identify candidates, and lead recruiting efforts.
- Provide stable leadership to staff through mentoring, coordinating staff assignments.
Execution- Support the Regions and all our Client Directors and Project Managers to achieve project goals for safety, quality, financial profitability, and overall technical performance.
- Develop annual goals and Individual Development Plans for professionals assigned.
- Actively participate in project execution on assigned basis.
Management ResponsibilitiesActs as a project manager. Among responsibilities is management of a project team. The individual comprising this team may vary by project.
Preferred Qualifications- BS degree in Construction Management, Civil Engineering, or related engineering discipline. Advanced degrees a plus.
- 20+ years of Construction Management delivery of major infrastructure project experience.
- 20+ years of client business development and proposal development.
- Served as the Construction Manager in the delivery of major infrastructure construction projects greater than $100M in construction costs:
- Water/Wastewater facilities
- Pump Stations
- Water/sewer pipeline systems
- Water conveyance systems, dams, tunnels.
Minimum Qualifications- Bachelor's degree or equivalent experience
- All applicants must be able to complete pre-employment onboarding requirements (if selected) which may include any/all of the following: criminal/civil background check, drug screen, and motor vehicle records search, in compliance with any applicable laws and regulations.
Certifications- Professional Engineering (PE) License in California Required.
- CMAA Certified Construction Manager (CCM) preferred.
- Design-Build Institute of America (DBIA) Certificate preferred.
Work Environment/Physical Demands- Hybrid or flexible work options may be offered after the first 90 days of employment based upon manager discretion, job performance and work assignments

- Ability to utilize video/audio conferencing software tools for internal/external communication
- Travel to client sites
