Full Job Description
POSITION SUMMARY

We are seeking an experienced Construction Manager/Program Manager to join our team and lead complex construction projects with a focus on Division of the State Architect (DSA) oversight. The ideal candidate will bring a strong background in construction management, demonstrated expertise in DSA projects, and exceptional leadership abilities.

RESPONSIBILITIES

As Construction Manager, you will be responsible for overseeing all aspects of construction operations, with a particular emphasis on DSA project delivery and compliance. This role requires a strategic approach to project management, strong technical capabilities, and excellent interpersonal skills.
  • Project Management and DSA Oversight
  • Coordinate daily with Inspectors of Record (IOR)
  • Develop and oversee testing and inspection programs
  • Maintain comprehensive DSA documentation
  • Facilitate field coordination with design team members


Delivery Method Leadership
  • Manage Design-Bid-Build projects, including submittal review and RFI processing
  • Oversee Lease-Leaseback projects, including GMP documentation and cost control measures
  • Execute CUPCCAA small projects with proper documentation
  • Coordinate CMAS vendor relationships and verify scope compliance


Operational Excellence
  • Direct construction operations and ensure adherence to quality standards
  • Implement and maintain project-specific safety programs
  • Establish and monitor quality control systems
  • Supervise and coordinate project teams
  • Develop and maintain detailed project schedules
  • Manage cost control systems and oversee progress payments
  • Handle change order processes and documentation
  • Maintain organized DSA documentation systems


Program Strategy and Execution
  • Lead strategic bond planning efforts in coordination with financial advisors and support related funding initiatives.
  • Manage the RFP/RFQ process for consulting services, including preparation, evaluation, and selection.
  • Oversee construction procurement processes, including bid management and contractor selection.


REQUIREMENTS
  • Minimum of 5 years of construction management experience
  • Demonstrated experience with DSA projects (minimum 5 years)
  • Comprehensive knowledge of field operations
  • Proven expertise in public works delivery methods
  • Bachelor's degree in Construction Management, Engineering, or related field (preferred)
  • Advanced technical understanding of construction processes and methodologies
  • Proven leadership experience in managing cross-functional teams
  • Excellence in written and verbal communication
  • Meticulous attention to detail and strong organizational abilities
  • Ability to drive processes and maintain systematic approaches
  • Capacity to work effectively under pressure and meet deadlines
